Speaking at the session, Minister Counselor Nguyen Hai Luu, Deputy Head of the Permanent Mission of Vietnam to the UN, affirmed Vietnam's consistent stance in supporting the universal goals of the decolonization process and the inalienable right to self-determination of the peoples of the 17 ungoverned territories, in accordance with the UN Charter, General Assembly Resolution 1514 (XV), and related resolutions. Vietnam supports a case-by-case approach, taking into account the historical, political , economic, social, and cultural circumstances of each territory, as well as the interests and aspirations of its people; promoting the decolonization process through peaceful means, dialogue, and cooperation.

Ambassador Nguyen Hai Luu emphasized four points: the governing states need to continue providing full and up-to-date information in accordance with Article 73(e) of the UN Charter; economic activities and resource exploitation must not adversely affect the legitimate interests and welfare of the people; the UN system needs to continue supporting sustainable development, health, education , disaster prevention and capacity building; and expanding opportunities for learning, vocational training and human resource development for the people of the territories. The Vietnamese representative affirmed that, with the historical experience of a nation that once suffered colonial rule and fought for independence, Vietnam deeply understands the value of independence, freedom and self-determination; and is committed to continuing cooperation with the UN, the Special Committee on Decolonization, the governing states and relevant parties to create substantive progress on the decolonization agenda.

Resolution 1514 (XV) of the UN General Assembly, adopted on December 14, 1960, concerning the Declaration on the Restoration of Independence to Colonial States and Peoples, affirmed the right of self-determination of peoples and laid the foundation for the UN's decolonization process.
