
The People's Committee of Hai Phong City has just issued a plan to implement key tasks and solutions to accelerate administrative procedure reform in the period 2026 - 2030.
A key aspect of the plan is the innovation in the management and control of administrative procedures, shifting from "procedural control" to "compliance cost control," from "document control" to "data-based control," and from "pre-audit management" to "post-audit service" based on risk management and compliance levels.
The city requires that administrative procedure reform be linked with digital transformation , connecting, sharing, exploiting, and reusing data; and that no additional administrative procedures, required documents, conditions, requirements, or processing procedures be created beyond what is stipulated.
By 2027, Hai Phong aims for 100% of eligible administrative procedures to be provided as full-process online public services; 100% of the results of administrative procedure processing to be digitized and capable of data exploitation and reuse. Citizens and businesses will not have to re-provide information and documents already available in the database published by competent authorities, except in cases where specialized laws stipulate otherwise.
Furthermore, 100% of internal administrative procedures between eligible state administrative agencies will be conducted electronically; 100% of reporting requirements of eligible businesses will be submitted electronically. Information, documents, and materials related to production and business activities will only be provided once to the state administrative agency.
By 2030, the city aims for 100% of essential public services to be available regardless of administrative boundaries at Public Service Centers; 100% of public services to be provided proactively when data and digital infrastructure conditions are met. The satisfaction index of citizens and businesses with the services of state administrative agencies in handling administrative procedures is targeted to reach at least 95%; 100% of feedback and suggestions regarding administrative regulations will be received, processed, and the results publicly disclosed within the specified timeframe.
To achieve the above goals, the city has identified the reduction and simplification of administrative procedures as a regular and continuous task, linked to the responsibility of the head of each agency. The city strengthens inspection and supervision, promptly detecting and handling the situation of adding extra documents, requirements, or processing procedures beyond the regulations; linking the results of administrative procedure reform with the evaluation and ranking of officials and civil servants. It restructures the administrative procedure processing process using data as a foundation; promotes digitalization, connection, sharing, exploitation, and reuse of data; reviews and reduces document components that already have information in the database and standardizes electronic processes on the administrative procedure processing system…
The City People's Committee requests that all departments, agencies, and the People's Committees of communes, wards, and special zones seriously implement the assigned tasks, identifying administrative procedure reform as a key and ongoing priority. The heads of departments are responsible for the progress, quality, and results of implementation; and promptly report any difficulties or obstacles beyond their authority.
