According to Mai Ngoc Son, Vice Chairman of the Gia Lam Commune People's Committee, fire prevention and fighting (PCCC) and rescue and relief (CNCH) are important and regular tasks, directly linked to protecting the lives and property of the people, ensuring security, order, and social safety.
Early detection and timely handling of fires, explosions, accidents, and incidents at the grassroots level are crucial in minimizing damage. Therefore, fire prevention and rescue is not only the responsibility of the police force but also requires the participation of the entire political system, heads of agencies, units, and establishments, and every citizen.
During the program, the forces practiced firefighting, rescue, and relief operations at a warehouse located at No. 11, Alley 4, Lane 2, Cuu Viet Street, Chinh Trung residential area.
According to the simulated scenario, at approximately 8:05 AM, a short circuit in a water heater caused a fire in a warehouse containing many flammable materials. At that time, 12 workers were resting in the attic. Upon discovering the fire, residents shouted for help, sounded the fire alarm in their neighborhood, called 114, and used portable fire extinguishers for initial control; they also assisted in rescuing the victims and moving property out of the dangerous area.
Upon receiving the report, the leaders of the commune's People's Committee arrived to direct operations; the commune police, civil defense force, militia, electricity company, and medical personnel were mobilized to coordinate firefighting, rescue, power outage, first aid for the injured, and traffic management.
At approximately 8:15 AM, the Fire and Rescue Team of Area 19 - Fire Prevention and Rescue Police Department, Hanoi City Police, arrived, took command, and deployed forces and equipment to search for and rescue people, extinguish the fire, and prevent it from spreading. After about 15 minutes, the fire was completely extinguished; the victims were safely evacuated, much property was saved, and the risk of the fire spreading to neighboring houses was prevented.
Through response activities and drills, Gia Lam commune continues to raise awareness, responsibility, and fire prevention and rescue skills among forces and the people; at the same time, it strengthens the ability to coordinate and handle situations at the grassroots level, contributing to building a safe area in terms of fire prevention, proactively preventing, being ready to respond, and minimizing damage caused by fires, explosions, accidents, and incidents.
