In order to effectively implement the Prime Minister's directives, the Vinh Long Provincial Party Committee and Provincial People's Council are gradually enhancing their roles and responsibilities in carrying out socio-economic development tasks. The 90-day intensive plan has been implemented synchronously and consistently from the provincial level down to the grassroots level (communes and wards), closely linked to the key political tasks in the remaining months of the year.
To ensure the plan achieves maximum effectiveness, Vinh Long requires agencies and units to thoroughly understand and strictly implement the "6 clear principles": clear person, clear task, clear responsibility, clear authority, clear time, and clear results. The provincial leadership is determined to rectify and thoroughly overcome the situation of avoiding and shirking responsibility in work.

For investors and project management boards, the urgent task now is to specifically review each construction project; accurately determine the remaining capital, and create a progress schedule according to each milestone. Each individual and leader will be directly assigned to oversee a project and must register their performance results. This will serve as a "measure" to monitor, inspect, and evaluate accountability.
To date, Vinh Long province has also outlined a specific disbursement roadmap from now until the campaign's conclusion on January 31, 2027. Specifically, by October 31, 2026 (peak of phase 1), 70% of the planned public investment capital must be disbursed; by November 30, 2026 (peak of phase 2), 80%; by December 31, 2026 (peak of phase 3), 90%; and by January 31, 2027, 100% must be completed. The results will be evaluated by the Department of Internal Affairs in coordination with relevant agencies, linking them to emulation and reward programs; promptly commending successful models and effective methods, while strictly penalizing individuals and groups who fail to complete their tasks.

Besides the human factor, land clearance, compensation, and resettlement support are identified by Vinh Long as the "key" to accelerating progress. The province requires the urgent completion of dossiers and procedures and the decisive resolution of projects that are delayed due to land clearance issues. The People's Committees of communes and wards, along with the agencies responsible for compensation, must strengthen dialogue, propaganda, and mobilization to gain people's consent to hand over land, absolutely preventing prolonged complaints that affect construction progress.

The smooth coordination between departments and agencies is also a top priority. The Department of Finance plays a key role in monitoring, reviewing, and advising on flexible capital reallocation. Proposals for reallocation from investors will be considered and processed immediately, without waiting for the periodic review period. Capital will be prioritized from projects with low disbursement rates and slow progress to projects that are progressing well and have a need for additional funding.
Simultaneously, the Department of Construction, the Department of Agriculture and Environment, and the Department of Industry and Trade will proactively address difficulties related to construction, land, and materials. In particular, market monitoring and price control of construction materials will be tightened. Acts of speculation, hoarding, and price manipulation will be severely punished, ensuring a stable supply of materials so that contractors can confidently carry out construction, contributing to the successful completion of Vinh Long province's "90-day campaign to accelerate public investment disbursement."
