On October 1, 2026, in Seoul, Minister Vu Hai Quan met with the Chairman of the Nuclear Security and Safety Commission of Korea (NSSC), Choi Won-ho, to discuss areas of cooperation on nuclear safety.
During the meeting, Minister Vu Hai Quan requested NSSC to strengthen its support in enhancing the capacity of the Vietnam National Agency for Radiation and Nuclear Safety. The focus should be on sharing experience in operating an independent regulatory system, providing in-depth training on safety assessment and nuclear inspection, and improving the safety certification process for advanced technologies.
Both sides agreed to prioritize reviewing and subsequently re-signing the memorandum of cooperation and developing an action plan between the Vietnam Radiation and Nuclear Safety Agency and NSSC, creating a basis for stable, long-term cooperation.
The cooperation focuses on training regulatory officers in safety assessment, licensing, inspection, and supervision of nuclear power plants; and sharing expertise on APR1400 technology, small modular reactors (SMRs), and other advanced reactor technologies.

Chairman Choi Won-ho expressed his hope that South Korea's accumulated experience in nuclear safety management over decades would help Vietnam safely deploy nuclear power and enhance its regulatory capacity. He affirmed that cooperation between the two countries would continue to expand, including the training of regulatory personnel.
Initially, the two agencies plan to hold a workshop to share experiences on radiation and nuclear safety in November 2026.
