
New regulations on standards and usage limits for automobiles will be applied from November 16, 2026.
Full text of Decree No. 379/2026/ND-CP .
Decree 379/2026/ND-CP stipulates the standards and norms for the use of automobiles, including: automobiles for official duties of various positions; automobiles for general official duties; specialized automobiles; and automobiles for state protocol services.
Standards and norms for the use of automobiles for general work purposes of Type 1 departments and equivalent agencies under ministries, ministerial-level agencies, and other central agencies.
Regarding the standards and norms for the use of automobiles for general work purposes of Type 1 departments and equivalent agencies under ministries, ministerial-level agencies, and other central agencies, Decree 379/2026/ND-CP stipulates:
1. Applicable subjects: Departments of type 1 and equivalent directly under ministries, ministerial-level agencies, and other central agencies (excluding agencies belonging to the central offices, the Ho Chi Minh National Political Academy, the State Audit Office, the Central Committee of the Vietnam Fatherland Front as stipulated in Article 11 of this Decree, and mass organizations assigned tasks by the Party and State as stipulated in Article 31 of this Decree).
2. The standards and norms for the use of automobiles for general work of Type 1 and equivalent departments are determined according to the provisions of Clause 2, Article 13 of this Decree, based on the total number of personnel of the agencies and units under and directly subordinate to it (excluding the vertical units specified in Clauses 3 and 4 of this Article); in cases where a Type 1 and equivalent department has subordinate units (excluding the vertical units specified in Clauses 3 and 4 of this Article) with legal personality, seals, and separate accounts and a personnel of 20 or more people, the provisions of Clause 3, Article 13 of this Decree shall apply.
3. The standards and norms for the use of automobiles for general work purposes of agencies and units under and directly affiliated with type 1 departments and equivalent units located in provincial or inter-provincial areas (vertical sector units) are determined as follows:
a) For vertical units with up to 40 personnel: A maximum of 1 vehicle per unit.
b) For vertical units with a staff of 40 to 80 people: A maximum of 2 vehicles per unit.
c) For vertical units with a staff of 80 to 120 people: A maximum of 3 vehicles per unit.
d) For vertical units with a staff of 120 or more, in addition to the number of vehicles specified in point c of this clause, one additional vehicle will be provided for every 50 additional staff members.
d) In cases where a vertically integrated unit has subordinate or directly subordinate units assigned to manage an area with a natural area of 450 km² or more, or 10 or more communes, the standards and norms shall be determined as follows:
The staffing of these subordinate units shall not be included in the staffing of the vertical units when determining the standards and norms for the use of automobiles as stipulated in points a, b, c, and d of this clause.
For each subordinate or directly affiliated unit assigned to manage an area of 450 km² or more, or 10 or more communes, one additional vehicle will be added to the unit's standard and quota.
4. In addition to the number of vehicles specified in Clause 3 of this Article, vertical units may add the following maximum number of vehicles to the standard and quota:
a) For vertically integrated units located within a single province or city:
In the case of provinces and cities with a natural area from 9,000 km² to less than 12,000 km² , one vehicle will be added; for areas of 12,000 km² or more, one vehicle will be added for every additional 3,000 km² .
In cases where more than 50% of the administrative units at the commune level in a province or city are mountainous communes, island communes, or communes facing extreme difficulties, one additional vehicle may be provided.
If a province or city can balance its own state budget, it may be allocated one additional vehicle.
b) For vertically integrated units located in multiple provinces and cities:
For each province or city within the administrative area (excluding the province or city where the head office is located), one additional vehicle will be provided.
In cases where the total natural area of the provinces and cities under their management is from 15,000 km² to less than 18,000 km², one vehicle will be added; from 18,000 km² to less than 21,000 km², two vehicles will be added; from 21,000 km² to less than 24,000 km², three vehicles will be added; and for every additional 3,000 km² of 24,000 km² or more, one vehicle will be added.
In cases where a vertically integrated unit has an assigned management area where more than 50% of the commune-level administrative units are mountainous communes, island communes, or communes facing extreme difficulties, it may be allocated one additional vehicle.
In cases where a vertically integrated unit has its headquarters located within a province or city and can balance its own state budget, it may be allocated one additional vehicle.
c) A vertical unit that meets any of the criteria specified in points a and b of this clause may be supplemented with a maximum number of vehicles corresponding to that criterion; in cases where a unit meets multiple criteria, the maximum number of vehicles that can be supplemented is the total number of vehicles that can be supplemented according to the criteria met.
Standards and norms for the use of automobiles for general work at the commune level.
Regarding the standards and norms for the use of automobiles for general work at the commune level, the Decree stipulates:
1. Applicable entities: Commune-level Party Committees, Commune-level People's Councils, Commune-level People's Committees, Commune-level Vietnam Fatherland Front Committees, and commune-level public service units.
2. Standards and quotas for the use of automobiles for general work: Maximum of 2 vehicles per commune.
3. In addition to the number of vehicles stipulated in Clause 2 of this Article, if a commune has a subordinate public service unit (excluding public service units in the fields of health, education and training) with 20 or more staff members, the number of vehicles of the subordinate public service unit shall be determined according to the provisions of Clause 3, Article 19 of this Decree and added to the vehicle usage quota of the commune.
Standards and norms for the use of automobiles for general work purposes of public service units under ministries, central agencies, provinces, and cities.
Regarding the standards and norms for the use of automobiles for general work purposes of public service units under ministries, central agencies, provinces, and cities, the Decree stipulates:
1. Applicable entities: Public service units directly under ministries, central agencies, provincial Party committees, city Party committees, and provincial People's Committees (excluding public service units that are subordinate to type 1 departments as stipulated in Clause 2, Article 12 of this Decree, type 2 departments as stipulated in Clause 3, Article 13 of this Decree, provincial offices as stipulated in point d, Clause 2, Article 15 of this Decree, provincial-level units as stipulated in Clause 4, Article 17 of this Decree, and commune-level units as stipulated in Clause 3, Article 18 of this Decree) (ministry/provincial-level public service units).
2. The standards and norms for the use of automobiles for general work purposes of ministerial/provincial-level public service units in the field of education and training are determined as follows:
a) For units with up to 100 personnel: A maximum of 1 vehicle per unit.
b) For units with a staff of 100 to 300 people: A maximum of 2 vehicles per unit.
c) Units with a staff of 300 to 500 people: A maximum of 3 vehicles per unit.
d) Units with a staff of 500 to 1,000 people: A maximum of 4 vehicles per unit.
d) Units with a staff of over 1,000 to 2,000 people: A maximum of 5 vehicles per unit.
e) Units with a staff of 2,000 or more: A maximum of 6 vehicles per unit.
3. The standards and norms for the use of automobiles for general work purposes of ministerial/provincial-level public service units outside the field of education and training are determined as follows:
a) For units with up to 50 personnel: A maximum of 1 vehicle per unit.
b) For units with a staff of 50 to 100 people: A maximum of 2 vehicles per unit.
c) Units with a staff of 100 to 200 people: A maximum of 3 vehicles per unit.
d) Units with a staff of 200 to 500 people: A maximum of 4 vehicles per unit.
d) Units with a staff of 500 to 1,000 people: A maximum of 5 vehicles per unit.
e) Units with a staff of 1,000 or more: A maximum of 6 vehicles per unit.
4. In cases where a ministerial/provincial-level public service unit as specified in Clauses 2 and 3 of this Article has subordinate units (centers, institutes, and other units with legal personality, seals, and separate accounts), the determination of standards and norms for the use of automobiles for general work purposes shall be as follows:
a) For subordinate units with fewer than 20 staff members, the staffing of these subordinate units shall be combined into the staffing of the ministerial/provincial-level public service unit to determine the standards and norms for the use of automobiles by the ministerial/provincial-level public service unit as prescribed in Clauses 2 and 3 of this Article.
b) For subordinate units with 20 or more staff members, the staffing of these subordinate units shall not be included in the staffing of the ministerial/provincial-level public service unit to determine the standards and norms for the use of automobiles as prescribed in Clauses 2 and 3 of this Article; the number of automobiles of the subordinate unit shall be determined as follows:
For public service units in the field of education and training: Determined according to the provisions of Clause 2 of this Article.
For non-educational and non-training institutions: Determined according to the provisions of Clause 3 of this Article.
5. In cases where a ministerial/provincial-level public service unit as specified in Clauses 2 and 3 of this Article has branches or sub-institutes located in provinces or cities (outside the province or city where the main headquarters of the ministerial/provincial-level public service unit is located), one additional vehicle shall be added to the standard and quota of the ministerial/provincial-level public service unit for each branch or sub-institute.
6. For public service units (including subordinate units as stipulated in point b, clause 4 of this Article) that are self-sufficient in covering recurrent and investment expenditures, or self-sufficient in covering recurrent expenditures, based on the requirements for performing tasks and the unit's permitted funding sources, the head of the unit shall consider and decide to supplement the number of automobiles beyond the number stipulated in clauses 2, 3, 4, and 5 of this Article into the standard and norms for the use of automobiles for general work of their unit, ensuring economy and efficiency; at the same time, report the number of vehicles of the unit (including the number of vehicles decided to be supplemented in this clause) to the competent agency or person as stipulated in Article 5 of this Decree, and the superior management agency (if any). State budget funds shall not be used to purchase the additional automobiles stipulated in this clause.
Price of vehicles for general use
The decree specifies the following prices for vehicles used for general official duties:
1. The maximum purchase price for vehicles used for general official duties is 950 million VND/vehicle; in cases where it is necessary to equip vehicles with 12-16 seats or 7- or 8-seat 4x4 vehicles, the price may be higher but not exceeding 1,300 million VND/vehicle (for 12-16 seat vehicles) or 1,600 million VND/vehicle (for 7- or 8-seat 4x4 vehicles). The price stipulated in this clause does not apply to the cases specified in clauses 2 and 3 of this Article.
2. In cases where it is necessary to equip a number of high-powered vehicles among the vehicles used for general work as stipulated in Articles 11, 13, 14, and 15 of this Decree to carry out specific tasks of agencies and units of the Central Committee of the Communist Party of Vietnam, ministries, the Central Committee of the Vietnam Fatherland Front, central political and social organizations, central agencies, provinces, and cities (including: serving inspection and supervision work within the Party; serving Party building and organization work, personnel work, internal political security, management and transportation of confidential documents and files, and tasks requiring high mobility and confidentiality of Party agencies at the central level; serving flood and storm prevention, disaster relief, search and rescue, disease control; combating smuggling and commercial fraud; serving inspection and supervision of the implementation of economic , cultural, and social fields; serving inspection and contact delegations). For services such as: foreign affairs; receiving international guests; transporting and accompanying domestic and foreign delegations; directing border management and demarcation activities; and other specific tasks), the following rates are stipulated:
a) Each agency and unit of the Central Committee of the Communist Party of Vietnam, each ministry, the Central Committee of the Vietnam Fatherland Front, central political and social organizations, central agencies, provinces, and cities are equipped with 01 vehicle with a maximum price of VND 4,800 million/vehicle and 02 vehicles with a maximum price of VND 3,500 million/vehicle; special-class cities are equipped with 02 vehicles with a maximum price of VND 4,800 million/vehicle and 02 vehicles with a maximum price of VND 3,500 million/vehicle.
In the case of agencies and units of the Central Committee of the Communist Party of Vietnam, ministries, agencies of the Central Committee of the Vietnam Fatherland Front, central political and social organizations, and central agencies with 15,000 to 20,000 personnel, they may be equipped with one additional vehicle at a maximum price of 3,500 million VND/vehicle; for those with more than 20,000 personnel, they may be equipped with two additional vehicles at a maximum price of 3,500 million VND/vehicle.
In the case of provinces and cities with a natural area exceeding 9,000 km² , an additional vehicle may be included, with a maximum price of 3,500 million VND per vehicle.
The Standing Committee of the Provincial/City Party Committee decides on the number of high-powered vehicles specified in this point for each provincial-level office.
b) For agencies and units of the Central Committee of the Communist Party, ministries, central agencies, provincial Party committees, and city Party committees with positions specified in Articles 6 and 7 of this Decree, in addition to the number of vehicles with prices as stipulated in point a of this clause, agencies and units of the Central Committee of the Communist Party, ministries, central agencies, provincial Party committees, and city Party committees may be equipped with automobiles to serve the specific tasks of the agency or unit with a maximum price of 5,000 million VND/vehicle.
The authority to decide on the specific number of vehicles subject to the price stipulated in this point is as follows: The Chief of the Central Party Office (for agencies and units that are subordinate budget units directly under the Central Party Office), the Director of the Ho Chi Minh National Political Academy (for the Ho Chi Minh National Political Academy), and the Heads of the Central Party Committee's affiliated units (for the affiliated units of the Central Party Committee) decide after obtaining the unanimous opinion of the Standing Committee of the Party Secretariat; the Head of the Presidential Office decides for the Presidential Office; the Minister and Head of the Government Office decide for the Government Office; the Minister and Head of a ministerial-level agency or other central agency decide for a ministry, ministerial-level agency, or other central agency; the Secretary General of the National Assembly - Head of the National Assembly Office decides for the National Assembly Office; the Auditor General decides for the State Audit Office. The Standing Committee of the Central Committee of the Vietnam Fatherland Front makes decisions regarding the Central Committee of the Vietnam Fatherland Front; the Standing Committee of the Provincial Party Committee and the City Party Committee make decisions regarding the Provincial Party Committee and the City Party Committee.
In cases where the number of vehicles for specific tasks as stipulated in this point has already been approved by the Prime Minister in accordance with Government Decree No. 04/2019/ND-CP dated January 11, 2019, regulating the standards and norms for the use of vehicles, the approved content shall be followed, without the need to report back to the competent authority as stipulated in this point; except in cases where adjustments to the approved number of vehicles are necessary.
3. In cases where it is necessary to equip the Central Party Office with vehicles from the list of vehicles for general work as stipulated in Clauses 2 and 3 of Article 11 of this Decree to perform the tasks of the Central Party Office (including: serving the work of the Politburo members and the Secretariat, serving the working trips of Party leaders to localities, serving foreign affairs, receiving international guests, transporting and accompanying domestic and foreign delegations to work with Party leaders), the Chief of the Central Party Office shall decide on the type and price after obtaining the unanimous opinion of the Standing Committee of the Secretariat, ensuring economy and efficiency.
