Overcoming the "strict" situation

Immediately after its establishment, the Dong Son Ward Party Committee maintained orderly operations, strengthened party organizations, and promoted its role as the political nucleus in leading the implementation of tasks at the grassroots level. In particular, in the work of developing party members, the Party Committee made efforts to solve a difficult problem: overcoming the situation where there were potential candidates but no recruitment for many years, while eliminating the tendency to prioritize quantity over quality or being overly strict in reviewing applications, creating favorable conditions for those with pure motives to join the Party to be considered and admitted according to regulations.

According to Le Thi Thu Cuc, Deputy Secretary of the Standing Committee of the Dong Son Ward Party Committee, the ward's Party Committee currently has 31 Party organizations (including 10 grassroots Party committees, 3 grassroots Party branches, and 18 affiliated Party branches) with 2,496 Party members. Thanks to the close leadership of the Party committee, along with the promotion of patriotic emulation movements and the activities of the Fatherland Front and political-social organizations, the work of identifying and selecting outstanding individuals has been increasingly expanded.

In the first eight months of 2026 alone, the entire Party Committee admitted 30 new members. All newly admitted individuals met the required standards and effectively demonstrated pioneering and exemplary roles. Initially, the locality successfully addressed the bottleneck of "having potential but neglecting the opportunity" and achieved a harmonious balance between the quantity and quality of new members.

However, in reality, many challenges remain. The pool of potential party members faces significant pressure due to a significant number of young people leaving home for work, working in non-state enterprises, or engaging in freelance work, often experiencing changes in residence. Furthermore, some segments of the population lack a full understanding of the Party's purpose and ideals, leading to a passive approach to recruitment in some Party branches.

Solutions for generating resources for the Party

According to Tran Dinh Sang, Head of the Party Building Committee of Dong Son Ward, the ward currently has 9,333 members of youth and women's organizations, of which more than 1,600 are in the prime working age group from 18 to under 60 years old. This is a huge potential that has not been exploited to its full potential.

For example, a review of the first six months of the year showed that 75 outstanding individuals in the ward completed the Party awareness training course, but many of them had not yet completed their applications for Party membership. Compared to the total number of Youth Union members, association members, and the working-age population, the number of outstanding individuals identified, selected, and trained to become potential Party members remains low.

In response to this situation, the Standing Committee of the Ward Party Committee has issued decisive directives, requiring the political system from the ward level to the residential group level to clearly define its responsibilities in creating a pool of potential Party members for the 2026-2030 period. The focus is on core personnel, non-specialized cadres in the residential groups, influential community members, and eligible students.

Thanks to proactive measures, from the beginning of July 2026 to the present, the ward has sent 92 outstanding individuals to participate in Party awareness training courses and 49 probationary Party members to attend political theory classes; bringing the total number of outstanding individuals in the ward to 103. Dong Son's immediate goal is to strive to recruit 48 more Party members in the remaining months of the year to complete the target of 78 Party members for 2026, creating momentum towards a longer-term goal: recruiting 380 or more Party members in the entire 2026-2030 period (an average of 75-78 Party members per year).

Dong Son Ward has a large number of Youth Union and Association members, including many young, educated individuals with experience in emulation movements and social activities, making them an important resource for developing Party members in the future. Specifically, the ward currently has 9,333 Youth Union and Association members; of which, over 1,600 are aged between 18 and under 60 years old, 653 are regularly active Youth Union members, and 59 are of the age group suitable for training and recommendation for Party membership.

From practical experience, the role of the Party committee leader is decisive. For example, at the Thuan Duc residential area Party branch, Party branch secretary Le Quang Thanh shared: “Although the source of Party member development in the residential area is not always abundant, with the spirit of staying close to the grassroots, regularly holding thematic meetings, and coordinating closely with the Fatherland Front and other organizations, the Party branch has discovered many positive individuals. To date, the Party branch has admitted 2 new Party members and is continuing to train 2 more individuals for Party membership this year...”

To create a sustainable pool of outstanding individuals among the masses, in the coming period, the Party Committee of Dong Son Ward will continue to direct the Party branches to carefully review and classify the pool of potential members according to specific groups: from youth union members, militia, grassroots security and order personnel, demobilized soldiers to workers in enterprises. Through this, the goal is to ensure that 100% of subordinate Party organizations have a pool of potential members and to effectively recruit new Party members.
