The conference was organized in accordance with Plan No. 342/KH-UBND dated August 30, 2026, of the Hanoi City People's Committee.

According to the Organizing Committee, as of September 29th, Hanoi had received 124 proposals from associations, organizations, and businesses. These proposals were categorized into four groups for monitoring and processing. Of these, 57 proposals were addressed and information provided before the Conference; 26 proposals concerned issues to be considered and decided upon by city leaders at the Conference; 34 proposals were assigned to relevant departments and agencies for processing within specific timeframes; and 7 proposals, exceeding the city's authority, were compiled and submitted to central government agencies for consideration and resolution.

The recommendations are categorized into five thematic groups:

The bottlenecks in investment (9 out of 23 recommendations have been resolved) relate to land, investment procedures, high-tech zones, infrastructure, and finance.

The group of production and business activities (11/22 recommendations resolved) includes issues related to tax policies, standards, regulations, public procurement, markets, and exports.

The bottlenecks in innovation (14 out of 33 recommendations have been addressed) include testing new technologies, commissioning science and technology tasks, commercializing research results, intellectual property, and access to funds and capital.

The group focused on developing the digital economy (13 out of 24 recommendations have been addressed), including data, digital infrastructure, artificial intelligence, cloud computing, digital platforms, and digital transformation for businesses.

Other difficulties and obstacles were reported by businesses (10 out of 12 recommendations have been resolved).

The progress of handling recommendations is updated by the Hanoi Department of Science and Technology on a visual dashboard , allowing businesses and relevant agencies to jointly monitor the resolution of each issue after the dialogue.

The focus of the Conference was the session on exchanging ideas and addressing bottlenecks, with the participation of leaders from the City People's Committee, representatives from the Ministry of Science and Technology , departments and divisions of the Ministry, city departments and agencies, as well as representatives from associations, organizations, and businesses in science and technology, innovative startups, and digital technology.

The issues discussed included access to capital and financial resources, bringing science and technology products to market, supporting startups, digital transformation, and developing high-quality human resources. During the dialogue session, businesses presented their proposals, and representatives from departments and agencies exchanged views and provided answers. Based on this, city leaders concluded and outlined solutions for each group of issues.

In addition to the dialogue session, the Conference screened a documentary on the contributions of science and technology enterprises, innovative startups, and digital technology to the development of the Capital; presented a summary report on the results of receiving and handling difficulties, obstacles, and recommendations from businesses; and awarded certificates to science and technology enterprises.

On the sidelines of the Conference, the Organizing Committee displayed and introduced "Make in Vietnam" technology products and solutions from leading businesses, creating a space for networking and showcasing technology products and solutions.

Hanoi currently has 226 science and technology enterprises, over 1,000 innovative startups, and 10,996 digital technology enterprises. The digital economy is estimated to account for 16.7% of the city's GRDP in the first six months of 2026.

Over the past period, the city has issued 6 thematic resolutions, announced 30 "Major Challenges," implemented the first 2 sandbox projects, established a Venture Capital Fund, and a Science, Technology and Innovation Development Fund. The Hanoi Technology Exchange has attracted 221 technologies and solutions and 233 participating businesses.

These support mechanisms, policies, and activities are expected to contribute to promoting the development of science, technology, innovation, and digital technology-based businesses; and at the same time, create conditions for technological products and solutions to be put into practice and expand their markets.

Following the Conference, the Department of Science and Technology will continue to act as the focal point to monitor and urge relevant agencies to address the businesses' requests, reporting monthly to the City People's Committee on the progress of resolving each request until the end of 2026.
