Delivering a keynote address and conveying the national message on Vietnam's innovation in 2026 at the National Innovation Day on the morning of October 4, 2026, Deputy Prime Minister Ho Quoc Dung stated that Vietnam is entering a new phase of development with ambitious goals and aspirations.
According to the Deputy Prime Minister, the goal of double-digit growth is not only a requirement for speed but also demands innovation in development methods, creating new growth drivers. Innovation needs to become the driving force of industries, sectors, and the entire socio -economic system.
The National Innovation Festival is an opportunity to showcase new technologies, products, and models; to spread the spirit of innovation, connect resources, and transform them into concrete actions, bringing innovation into every aspect of life.
The Deputy Prime Minister pointed out that Resolution 57 identifies science, technology, innovation, and digital transformation as important breakthroughs that contribute to the country's development and rapid progress.

In the economy, innovation should be measured by productivity, added value, and competitiveness.
For the government, this means reforming governance and improving the quality of public services.
For businesses, innovation helps apply technology, improve efficiency, and create new products. For the people, the ultimate reward should be reflected in an increasingly improved quality of life.
Assessing the innovation activities over the past period, the Deputy Prime Minister stated that Vietnam has made remarkable progress. The innovation ecosystem is gradually taking shape with a network of innovation centers, universities, investment funds, and support organizations, facilitating the connection between research, businesses, and markets.
Innovation activities are also becoming increasingly diverse, expanding into many models. However, according to the Deputy Prime Minister, the results achieved are still not commensurate with the potential. The percentage of domestic enterprises engaged in innovation activities remains low; the market and technology exchange platforms need to be further developed.
The Deputy Prime Minister quoted General Secretary and President To Lam on the requirement that each ministry, sector, and locality must become a center of innovation in its field, using innovation to solve specific development problems.
"Therefore, the focus in the coming period is to shift from 'having innovative activities' to 'having innovative results,' gradually perfecting the ecosystem in which businesses must hold a central position," the Deputy Prime Minister emphasized.

To put innovation into practice, the Deputy Prime Minister suggested that ministries, sectors, localities, universities, and businesses focus on a number of key tasks:
Firstly , it is necessary to clearly define responsibilities for innovation. Each ministry and sector must identify the focus of innovation in its area of responsibility, allocate resources, and assess the specific impact.
Secondly , promote innovation in businesses, encouraging them to invest in technology, research, and development of new products.
Thirdly, develop a national innovation ecosystem. Innovation centers need to become hubs connecting businesses with markets, experts, and investors. Research institutes need to improve research quality, promote technology transfer and commercialization of results, and train high-quality human resources.
The Deputy Prime Minister expressed confidence that the spirit of the National Innovation Day would be translated into regular action in every unit, locality, and in social life.
According to the Deputy Prime Minister, with determination and concrete actions, the spirit of daring to think and act will contribute to making innovation a driving force for development, supporting the goal of sustainable growth and enhancing the country's competitiveness.
