This is an important political event, marking a significant step in the development of the Vietnam Association of Former Public Security Officers; affirming the role of former public security officers in the cause of protecting national security and building national unity.

General Secretary and President To Lam attended and delivered an important keynote speech at the Congress.

Attending the Congress were: Comrade Nguyen Tan Dung, former member of the Politburo and former Prime Minister; Comrade Pham Minh Chinh, former member of the Politburo and former Prime Minister; General Le Hong Anh, former member of the Politburo, former Standing Secretary of the Party Central Committee, former Secretary of the Party Committee of the Central Public Security Ministry, and Minister of Public Security; Comrade Bui Thi Minh Hoai, member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front (VFF) and Central Mass Organizations, and Chairwoman of the Central Committee of the Vietnam Fatherland Front; Comrade Nguyen Duy Ngoc , member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Organization Department; Comrade Phan Dinh Trac, former member of the Politburo and former Head of the Central Internal Affairs Department; Comrade Nguyen Van Nen, former member of the Politburo and former Secretary of the Ho Chi Minh City Party Committee; and Comrade Nguyen Thi Doan, former member of the Party Central Committee, former Vice President, and President of the Vietnam Association for the Promotion of Learning.

Representing the Ministry of Public Security were General Luong Tam Quang, Member of the Political Bureau, Secretary of the Central Party Committee of Public Security, and Minister of Public Security; and the following members of the Central Committee of the Party and Deputy Ministers of Public Security: Lieutenant General Le Quoc Hung, Lieutenant General Nguyen Van Long, Lieutenant General Pham The Tung, and Lieutenant General Le Van Tuyen.

Also attending were members of the Central Committee of the Party, former members of the Central Committee of the Party; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; leaders of central committees, ministries, branches, and mass organizations; representatives of the leaders of functional departments of the Ministry of Public Security, along with 241 official delegates representing more than 150,000 former police officers nationwide attending the Congress.

The Congress took place in a particularly significant context, as the position and role of former police officers continued to receive deep attention and recognition from the Party and the State; the Vietnam Association of Former Police Officers became an organization entrusted with tasks by the Party and the State and an active member of the Vietnam Fatherland Front.

In particular, the Resolution of the 14th National Congress of the Party clearly stated: "Promoting the role of former police officers in educating the younger generation about patriotic traditions and revolutionary heroism, and upholding the traditional essence of revolutionary police officers."

In his opening remarks at the Congress, Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security and Chairman of the Vietnam Association of Former Public Security Officers, stated that since its establishment, under the direct guidance of the Central Public Security Party Committee, the Minister of Public Security, the Ministry of Interior, the support and assistance of Party committees, governments, the Vietnam Fatherland Front, and the Public Security forces at all levels, and the encouragement and approval of the people, the Vietnam Association of Former Public Security Officers has achieved very important goals.

With the motto "Promoting the glorious traditions of the Vietnam People's Police, unity, camaraderie, innovation, responsibility, overcoming difficulties, building a strong Vietnam Association of Former Police Officers, and fulfilling the tasks assigned by the Party and the State," the Congress focused on evaluating the results achieved in implementing the Resolution of the First Congress for the period 2023-2026; drawing out strengths, pointing out shortcomings, limitations, causes, and profound lessons learned to continue building the Association with more significant changes in its activities.

The Congress will assess the results achieved in implementing the Resolution of the First Congress, 2023-2026; identify strengths, point out shortcomings and limitations; and discuss the causes and profound lessons learned so that the 2026-2031 term will see more significant changes in the development and operation of the Association.

The Congress focused on discussing and contributing ideas to the Report summarizing the Association's work for the period 2023-2026 and the action program for the second term (2026-2031). In particular, the Congress emphasized the implementation of the Resolution of the 14th National Party Congress and the Resolution of the 8th Party Congress of the Central Public Security Party Committee, which assigned the Association of Former Public Security Officers the task of educating the younger generation about revolutionary traditions; continuing to promote the revolutionary nature of the Public Security officers and mass mobilization work… with vision and high determination to build the Vietnam Association of Former Public Security Officers into an exemplary and strong organization, successfully fulfilling the contents of the Association's Charter and the tasks assigned by the Party, State, Ministry of Public Security, and the Vietnam Fatherland Front.

The Congress has finalized the Executive Committee, Standing Committee, Inspection Committee, and key leadership positions of the Association for the second term (2026-2031) in accordance with regulations.

Earlier, on the afternoon of October 2nd, under scientific and democratic management, the Congress completed several items on its agenda. Delegates engaged in lively discussions and contributed many insightful opinions to important documents such as the Draft Report summarizing the implementation of the tasks of the Vietnam Association of Former Public Security Officers during the 2023-2026 period and the operational direction for the 2026-2031 term, the Review Report of the Executive Committee of the first term, and the Personnel Plan for the new term.

The Congress also unanimously agreed to retain the Association's Charter and proceed with the election process for the new Executive Committee and Inspection Committee in accordance with regulations. In its first session, the Executive Committee promptly completed the election of the Standing Committee and the Association's leaders.
