Deputy Prime Minister Pham Thi Thanh Tra, on behalf of the Government, signed Decree No. 381/2026 stipulating civil service allowances for officials and civil servants working in agencies of the Party, State, Vietnam Fatherland Front, and political-social organizations under the Vietnam Fatherland Front at the commune, ward, and special zone levels.

Accordingly, commune-level officials and civil servants who are not entitled to additional salary or income as stipulated in the Provincial/City People's Council Resolution on salary and additional income payments are entitled to a public service allowance equal to 55% of their current salary plus leadership position allowance and seniority allowance exceeding the standard rate (if any).
The public service allowance, equal to 25% of the current salary plus leadership position allowance and seniority allowance exceeding the standard rate (if any), is applied to commune-level officials and civil servants who receive additional salary and income according to the Resolution of the Provincial/City People's Council on the disbursement of additional salary and income.
In cases where commune-level officials and civil servants receive a salary or additional income lower than the 55% public service allowance, they are entitled to the difference to bring it up to the 55% public service allowance level.
The civil service allowance is paid along with the monthly salary.
According to the decree, the civil service allowance is paid together with the monthly salary and is not used for calculating social insurance or health insurance contributions and benefits.
The decree also clearly specifies the periods of time that are not eligible for civil service allowances, including:
- During business trips, work, or study abroad, employees are entitled to 40% of their salary as stipulated in Clause 4, Article 8 of Government Decree No. 204 dated December 14, 2004, on the salary regime for officials, civil servants, public employees, and members of the armed forces;
- Periods of unpaid leave lasting one month or more;
- Period of leave for which social insurance benefits are received as prescribed by the law on social insurance;
- The period of temporary suspension from work or temporary detention/custody.
Officials and civil servants at the commune level who cease working in agencies of the Party, State, Vietnam Fatherland Front, or political and social organizations affiliated with the Vietnam Fatherland Front at the commune, ward, or special zone level will no longer receive the civil service allowance under this Decree from the following month.
The funding for the civil service allowance stipulated in this Decree is secured from the state budget and included in the annual salary reform needs of localities.
The new allowance system will be implemented from July 1, 2026.
Decree No. 381/2026 takes effect from October 2, 2026. However, the allowance regime stipulated in this Decree will be applied from July 1, 2026 until the salary policy reform is implemented.
Commune-level officials and civil servants who are subject to a 55% public service allowance and who, during the period from July 1, 2026, until the effective date of this Decree, have received a public service allowance lower than the 55% allowance, will be entitled to the difference to bring it up to the 55% allowance level.
Decree No. 381/2026 abolishes the relevant regulations on commune-level officials and civil servants in Government Decree No. 34 dated April 15, 2012, on the civil service allowance regime.
Deputy Prime Minister Pham Thi Thanh Tra stated that after reviewing one year of implementing the two-tiered local government model, the Central Committee decided to increase the allowance for commune-level officials and civil servants from 25% to 55%, an increase of 30%.
The increase in allowances is a specific policy aimed at creating more motivation and enhancing responsibility in performing public duties within the new organizational model. The adjustment of allowances is linked to the requirement of continuing to build a team of grassroots officials who can better meet the requirements of governance and serving the people in the two-tiered local government model.
