This morning, the National Assembly 's Committee on Culture and Social Affairs held its 4th plenary session to review eight draft laws to be submitted to the National Assembly for consideration at the upcoming 2nd session. These include draft laws amending and supplementing several articles of the Labor Code, the Archives Law, the Gender Equality Law, the Red Cross Activities Law, and the Employment Law.
According to the report from the drafting agency, regarding the Labor Code, Deputy Minister of Home Affairs Cao Huy stated that the draft law is being amended to transfer the authority to regulate the functions, tasks, and organizational structure of the National Wage Council from the Government to the Prime Minister.

At the same time, the task of announcing the annual holiday schedule is transferred to the Minister of Home Affairs (to be done before September 30th of the previous year).
November 24th each year is "Vietnamese Culture Day," a public holiday where employees receive their full salary.
If these days off are added, employees will be entitled to a total of 12 official public holidays with full pay: 1 day for New Year's Day, 5 days for Lunar New Year, 1 day for Hung Kings' Commemoration Day, 1 day for Victory Day (April 30th), 1 day for International Labor Day, 2 days for National Day, and 1 day for Vietnamese Culture Day.
Presenting the review of this matter, Deputy Chair of the Committee on Culture and Social Affairs Tran Thi Thanh Lam stated that the Committee agrees with the timely institutionalization of the Party's policy by supplementing the regulation on "Vietnamese Culture Day" (November 24th), during which workers are entitled to a day off with full pay.
This holiday affirms the significance and importance of preserving, honoring, and promoting national cultural values. This policy also aims to create conditions for all citizens and workers to participate in and enjoy cultural and artistic activities.

Therefore, including this content in the Labor Code is appropriate, as this is the law that directly regulates the holiday and Tet (Lunar New Year) leave entitlements of employees.
Additionally, there is a suggestion to consider adding July 27th (War Invalids and Martyrs Day) as an annual holiday, during which employees would receive full pay.
Currently, a report has been submitted to the competent authorities regarding a proposal on commemorating and honoring our ancestors, national heroes, people from all walks of life, wounded soldiers, martyrs, and those who have contributed to the glorious history of nation-building and national defense. Adding this holiday also aims to create conditions for organizing and participating in activities to honor those who have contributed to the revolution, promoting the tradition of "remembering the source when drinking water" and "repaying gratitude."
In his subsequent explanation, Deputy Minister of Home Affairs Cao Huy stated that the proposed addition was a new item, and while the relevant agency had already made a proposal, there was no official information yet. Once official information from the competent authority is available, they will report to the Government to include this content.
When amending the Labor Code in 2019, the Government proposed adding July 27th as a public holiday, the reason being to give people a day off from work to carry out practical activities to express gratitude to those who have contributed to the revolution and the country.
However, when presented to the 14th National Assembly, the delegates considered this proposal unreasonable.
