Within the framework of the working program, Mr. Nguyen Cong Thanh, Deputy Director of the Digital Transformation Department ( Government Office ), stated that Vietnam has achieved breakthrough progress in completing many digital transformation tasks during the "100-day" campaign. Notably, there has been a strong shift from a distributed system model at the local level to a centralized processing model at ministries, agencies, and the National Public Service Portal, enabling localities to focus on exploiting and using data more effectively.

Highly appreciating the results of cooperation with the Republic of France from June 2026 to the present, Mr. Nguyen Cong Thanh acknowledged the active support of French expert delegations as well as the participation of many officials from the Government Office in digital transformation training courses at the French National Institute for Public Service (INSP).

In particular, the Vietnamese side highly appreciated the connection with reputable Vietnamese-born experts in France, such as Professor, Doctor of Science Nguyen Van Tam, Head of the Department of Computer Science, Data and Artificial Intelligence at the Paris Polytechnic Institute (IP Paris), and reaffirmed the strong interest and commitment of the Government Office leaders to the cooperation between Vietnam and France on digital transformation.

Regarding future cooperation plans, Mr. Nguyen Cong Thanh stated that the two sides will closely coordinate to organize a semiconductor technology training course at the University of Science and Technology of Hanoi (USTH). The Vietnamese side will review the plans and send representatives from the Government Office and relevant ministries and agencies to participate to ensure maximum effectiveness.

Leading the French expert delegation attending the working session, Mr. Romain Busuttil, Deputy Counselor for Cooperation and Cultural Activities, Embassy of the Republic of France in Vietnam, highly appreciated the vibrant development of bilateral relations between France and Vietnam, especially after the official visit to France by General Secretary and President To Lam (September 2026) and the upcoming visit to Vietnam by Minister Éléonore Caroit.

Mr. Romain Busuttil emphasized that cooperation in digital transformation is symbolic of the comprehensive strategic partnership between the two countries. The project, funded by the French Ministry of Europe and Foreign Affairs, has helped foster high-level political dialogues through tangible and concrete collaborative results.

Expressing his admiration for Hanoi's urban infrastructure development plan and digital transformation process, Mr. Romain Busuttil affirmed France's readiness to cooperate and share its long-standing experience in areas of strength such as high-speed rail and human resource training. The French representative highly appreciated the positive feedback from Vietnamese officials after the INSP course and proposed connecting directly with these trainees to conduct communication activities and disseminate experiences on social media channels in both countries.

Regarding the training course at the University of Science and Technology of Hanoi (USTH) - a higher education institution considered a highlight in Franco-Vietnamese cooperation, Mr. Romain Busuttil said that the two-day program will focus on new technologies such as semiconductors, digital twins, and AI.

Within the framework of the program, the two sides also discussed the work program and field surveys in France to exchange and share experiences on data governance and AI ethics (methods for structuring public data for effective reuse while ensuring digital sovereignty and protecting privacy); developing digital government and improving user experience; cybersecurity, etc.
