Attending the session were members of the Politburo , members of the Secretariat, members of the Central Committee of the Party; Deputy Prime Ministers, Ministers, Heads of Departments, Secretaries of City and Provincial Party Committees, leaders of ministries, central agencies and localities.

According to the program, the Conference will focus on discussing the following topics: the socio -economic situation in September and the third quarter of 2026; the allocation and disbursement of public investment capital; the implementation of national target programs; the direction and management of the Government and the Prime Minister; and key tasks that need to be focused on in the coming period.

In his opening remarks, Prime Minister Le Minh Hung stated that we have gone through the first three quarters of 2026 amidst a complex and unpredictable global and regional situation, with developments exceeding forecasts and directly and strongly impacting socio-economic development goals, especially the goal of double-digit growth and macroeconomic stability.

Prolonged conflicts in the Middle East have a significant impact on oil prices and energy supplies, disrupting supply chains and international transportation, and putting direct pressure on production, exports, price stability, and macroeconomic stability.

Tariff policies of various countries and monetary policy adjustments of economies, especially major economies, impact global growth and increase inflationary pressure. Recently, international organizations have lowered their forecasts for global GDP growth to 2.5-3% (a decrease of 0.2-0.3%), trade growth to 1.5-2.5% (a decrease of 2.2-3.2%), while raising inflation forecasts to 4-4.4% (0.6-1.4% higher). Natural disasters and climate change are unpredictable, impacting many countries, including Vietnam.

Domestically, we are vigorously implementing the Resolutions and Conclusions of the Central Committee, the Politburo, and the Secretariat, as well as the directives of General Secretary and President To Lam and other key leaders, with very high requirements demanding great determination and effort from ministries, departments, and localities.

The Prime Minister stated that in the past period, the Government and the Prime Minister have directed all levels, sectors, and localities to implement many tasks and solutions in a coordinated manner, focusing on several key areas: perfecting institutions, reducing administrative procedures to thoroughly address bottlenecks, unlocking resources, and fostering development; and most importantly, submitting documents to competent authorities for promulgation to create a comprehensive, complete, and transparent legal framework.

In addition, focus on solutions to promote growth while maintaining macroeconomic stability and controlling inflation; boost domestic production while implementing tax and fee exemptions and reductions; thoroughly address recommendations to support people and businesses, especially small and medium-sized enterprises, in promoting production and business activities; and focus on implementing strong measures to ensure energy, electricity, and petroleum security.

Improve the organizational structure of government at the central and local levels, and enhance the implementation capacity at the grassroots level. Accelerate the disbursement of public investment capital, develop synchronized infrastructure, and resolve difficulties and long-standing projects. Focus on developing science and technology, innovation, and digital transformation through practical solutions and measures to contribute to boosting productivity and competitiveness of the economy. Pay attention to socio-cultural development; ensure social security; and improve the people's living standards. Maintain political and social stability; strengthen national defense and security; and enhance foreign relations and international integration.

The Prime Minister stated that the Conference will assess the results achieved in the first nine months and discuss more decisive and stronger solutions to implement tasks in the fourth quarter of 2026 – a pivotal and foundational year, the first year of implementing the Resolution of the 14th National Congress of the Party, and the strategic resolutions of the Central Committee and the Politburo. We must be determined to successfully achieve the goals and tasks of 2026 to create conditions for 2027 to be a breakthrough year and to successfully achieve the goals and tasks of the entire term.

The Prime Minister emphasized that the pressure and challenges in the last three months of the year are immense. This is a crucial period, a decisive phase, requiring ministries, sectors, and localities to accurately assess the situation; directly and specifically identify growth potential and drivers to maximize exploitation; identify bottlenecks to thoroughly address; and develop strong and feasible solutions to create even more positive changes in the fourth quarter. Most importantly, it is necessary to determine the determination, roadmap, and tasks to successfully achieve the goals and objectives of the fourth quarter and the entire year of 2026.

Emphasizing five key areas for discussion, regarding leadership and management, the Prime Minister requested ministries, sectors, and localities to assess the results achieved in implementing the policies and directives of the Central Committee, the Politburo, the National Assembly, the Government, and the Prime Minister; identify existing problems and limitations, and their causes; and most importantly, evaluate the methods and approaches of leadership and management in the past nine months, noting any new developments and lessons learned, and outlining tasks and solutions for better implementation in the remaining quarter of the year.

Regarding the growth results for the first nine months, the Prime Minister requested an analysis of which sectors, fields, and localities are driving growth and need to be further developed; which sectors and localities experienced lower-than-expected growth, impacting the overall results; and which drivers need to be further exploited.

How should localities that are leading engines and growth poles leverage their potential, scale, resources, and specific mechanisms in a way that is commensurate with their capabilities? In the last three months of the year, where can each sector and locality generate additional growth momentum, what resources and solutions can be implemented? What immediate solutions can be implemented to boost production, investment, consumption, exports, disbursement of public investment, attract and promote private and foreign investment, and thoroughly address outstanding and problematic projects? The Prime Minister requested that localities make commitments regarding results, progress, and contribute more to the country's growth.

Regarding the main drivers of growth in the fourth quarter, what needs to be done to create stronger transformations in industrial production, construction, exports, etc.? Which major projects need to be accelerated, which projects can be completed earlier and put into use? Which export markets can be expanded, and what solutions are needed to stimulate domestic purchasing power? The Prime Minister noted that, simultaneously with promoting growth, it is necessary to continue focusing on specific solutions to ensure macroeconomic stability, control inflation, and maintain major balances.

Regarding the responsibility for implementation, this is a very important aspect. The Prime Minister requested that from now until the end of the year, each Ministry, sector, and locality should specifically identify the important tasks that need to be completed each month; clearly define the output results, and which agency, individual, or group is responsible for leading and directing the implementation.

The Prime Minister requested that delegates deliver concise speeches, focusing on specific tasks, solutions, deadlines, and expected results.
