Creating more room for industry and trade.

Minister of Industry and Trade Le Manh Hung stated that out of the eight targets under the Ministry's purview, six have been completed so far; the remaining two targets, concerning energy growth and e-commerce, will be focused on and completed in the fourth quarter.

In the first nine months, electricity production reached 266.2 billion kWh, an increase of 9.5% compared to the same period last year; industrial production continued to grow strongly, with the processing and manufacturing industry increasing by approximately 13%.

To maintain growth momentum, the Ministry of Industry and Trade will continue to effectively exploit domestic primary energy sources, reduce dependence on imported oil, gas, and coal; coordinate the regulation of hydropower reservoirs and proactively respond to El Niño developments.

In addition, key projects in the energy and industrial sectors will be accelerated to ensure progress in the fourth quarter. The Ministry will also boost domestic demand, especially in major consumer centers.

In import and export activities, the Ministry of Industry and Trade continues to expand markets, promote negotiations and signing of new trade agreements, while managing export turnover in line with the trade balance and diversifying export markets.

The Ministry of Industry and Trade also requested that localities closely coordinate in the handover of mineral mines to ensure supply; synchronize the planning of power generation projects with the power grid, especially the grid below 220 kV, and proactively balance power supply and demand when attracting large-scale electricity projects.

Remove bottlenecks in investment and materials.

Regarding construction investment, Minister of Construction Tran Hong Minh stated that there are currently 61 projects under construction in ministries, sectors, and localities, of which 10 projects have disbursed less than 20% of their allocated funds and 12 projects have disbursed less than 40%.

One of the bottlenecks that needs to be addressed is the supply of embankment materials for projects in the Mekong Delta. The Ministry of Construction requests that localities closely monitor each project, clearly identify the needs, supply sources, and exploitation progress to proactively resolve issues and ensure construction progress.

The delay in publishing material prices in some localities also affects the preparation of payment documents for contractors' work volume and the disbursement progress. Therefore, it is necessary to promptly update and publish prices to resolve payment obstacles and promote the disbursement of public investment capital.

Regarding social housing and rental housing, the Ministry of Construction requests that localities, based on the assigned targets, expedite procedures, commence construction, and organize the implementation of projects, ensuring the targets for 2026 and the 2026-2030 period are met.

In the transportation sector, the Ministry of Construction will coordinate with localities to implement solutions to ensure traffic flow on National Highway 6, promote projects to upgrade the Hoa Binh - Moc Chau route and the connecting route to Dien Bien, thereby increasing connectivity and expanding development space.

From a foreign policy perspective, Minister of Foreign Affairs Le Hoai Trung stated that international assessments of Vietnam's economic prospects are generally positive, while also noting pressures from energy prices, transportation costs and international inputs; international financial conditions, trends in trade controls, and risks from climate change.

According to the Minister, several international assessments suggest that Vietnam's recovery and development drivers are evident in the processing and manufacturing industries, technology exports, infrastructure investment, services, and domestic consumption. These are also areas that need to be further promoted in the coming period.

Notably, the Ministry of Foreign Affairs has coordinated with other ministries, sectors, and localities to review approximately a quarter of international commitments, thereby clearly identifying obstacles, tasks to be implemented, and coordination mechanisms. In the first nine months of the year, Vietnam signed approximately 450 international commitments and agreements; 101 commitments and agreements were signed in the third quarter alone.

According to Minister Le Hoai Trung, if implemented effectively, these commitments could create additional resources for development, including in new areas such as energy, oil and gas, nuclear power, essential minerals, quantum computing, and aerospace.

The Ministry of Foreign Affairs is also coordinating efforts to promote market expansion agreements. Notably, negotiations for a free trade agreement between Vietnam and four EFTA countries—Switzerland, Norway, Iceland, and Liechtenstein—are nearing completion, opening up further opportunities for trade.

In the fourth quarter, foreign affairs activities continued to be implemented with a focus on improving quality, effectiveness, and increasing the ability to transform foreign affairs results into concrete resources for development.
