The Hanoi People's Committee has just issued Document No. 4843/UBND-NC on the results of the Provincial Competitiveness Index (PCI) for 2025 and key tasks and solutions for 2026 and subsequent years.

According to the PCI results for 2025, announced on May 15, 2026, Hanoi has 6 out of 9 component indicators below the national median, including: Market entry (6.96 points); Transparency (6.06 points); Informal costs (7.44 points); Fair competition (4.77 points); Legal institutions (6.09 points); and Proactive government (5.44 points).

The Hanoi People's Committee recognizes that the two indicators, "Proactive Government" and "Fair Competition," are major bottlenecks that directly affect the investment environment of the capital city. This situation poses an urgent need for the government system, especially agencies with functions of inspection, auditing, and public service supervision.

As assigned, the City Inspectorate will take the lead and coordinate with relevant agencies to enhance the application of information technology and data in the development and implementation of inspection plans.

The city inspectorate is also coordinating a review to minimize overlapping and redundant inspections and audits of businesses.

In addition, the City Inspectorate is tasked with conducting inspections in accordance with legal regulations; strengthening risk management, and ensuring transparency and openness.

The City Inspectorate is also tasked with focusing on guiding, warning, and preventing violations in cases permitted by law; and at the same time, strictly handling acts of harassment, causing difficulties, and generating unofficial costs for businesses.

In fulfilling its assigned tasks, the Hanoi City Inspectorate has proactively implemented specialized solutions, focusing on applying information technology to control inspection activities and reduce overlapping inspections.

Besides the specific solutions of the Inspection sector, the City People's Committee has placed the enhancement of provincial competitiveness within the requirement of a synchronized effort from the entire administrative system, from the city level to the grassroots.

The City People's Committee requests that departments, agencies, and the People's Committees of communes and wards strengthen the responsibility of their leaders. Improvements in the PCI component indicators are identified as important criteria for evaluating the performance of each agency and unit.
