The People's Committee of Bac Ninh City has just issued a document regarding the implementation of Official Letter No. 3587 dated October 1, 2026, from the Government Inspectorate .

Accordingly, Vice Chairman of the People's Committee of Da Nang City, Ngo Tan Phuong, requested that agencies and units, based on their functions and duties, promptly and fully implement the contents and recommendations stated in Inspection Conclusion No. 437 dated July 17, 2026, of the Government Inspectorate.

Agencies and units shall compile the results of implementation according to the outline in Official Letter No. 3587 of the Government Inspectorate, along with relevant supporting documents, and send them to the Department of Finance before October 7, 2026.

The People's Committee of Bac Ninh City has assigned the Department of Finance to take the lead, in coordination with the Provincial Inspectorate and other agencies and units, in reviewing and compiling the results of the implementation.

Based on that, the Department of Finance will prepare a draft report for the City People's Committee according to the outline, accompanied by relevant supporting documents. The results must be reported to the Chairman of the City People's Committee before October 13, 2026, for consideration and reporting to the Government Inspectorate as prescribed.

Previously, the Government Inspectorate issued Notice No. 2756 regarding the conclusions of Inspection No. 437 on the topic of surplus housing and land after restructuring in Bac Ninh province (now Bac Ninh city).

According to the inspection report, as of April 30, 2026, Bac Ninh province still has 430 establishments without a remediation plan, while 140 establishments have a remediation plan but have not yet completed it.

Out of a total of 570 surplus land and buildings, 535 are vacant and unused, with 322 of them having been vacant for over 12 months. According to the inspection report, these are mainly schools, offices, public service facilities, and cultural centers.

The Government Inspectorate assessed that the fact that many facilities have been left vacant for a long time does not ensure the principles of managing and using public assets as prescribed by law , and also poses a risk of asset deterioration, encroachment, disputes, and waste of state resources.

In addition, there are still 31 surplus facilities that are being used as offices or operational bases by some commune-level People's Committees, agencies, and units before the Provincial People's Committee issued the decision to transfer them, but for which no written permission has been granted to continue use as required by regulations.

Based on the inspection results, the Government Inspectorate recommends that the People's Committee of Bac Ninh province review and clarify the nature, extent, causes, and responsibilities of each organization and individual involved, and at the same time expedite the preparation, approval, and implementation of a plan to handle surplus land and buildings.

In particular, the Government Inspectorate requested increased inspections and checks of surplus land and buildings that have been vacant for more than 12 months, clearly identifying responsibility for allowing prolonged vacancy and developing plans to put these assets into operation and use in accordance with regulations.

The People's Committee of Bac Ninh province was also requested to complete legal documents, update public asset management data, resolve disputes and encroachment cases, and assign responsibilities according to the principle of "clear person, clear task, clear deadline, clear responsibility, clear output, clear authority" in the process of implementing the inspection conclusions.
