Deputy Director of the Department of Culture, Sports and Tourism Nguyen Chi Cong presented a summary of the draft resolution on the principles, criteria, and allocation norms for capital to implement the National Target Program on Cultural Development for the period 2025-2035.
The conference reviewed four draft resolutions on: Regulations on principles, criteria, and allocation norms for capital allocation to implement the National Target Program on Cultural Development for the period 2025-2035; Regulations on types of social housing and housing for armed forces in communes within the province; Regulations on expenditure levels for receiving foreign guests, organizing international conferences and seminars, and receiving domestic guests; Regulations on the level of support for projects and participants in production development projects under the National Target Program for the period 2026-2030 within the province.
Deputy Head of the Economic and Budget Committee of the Provincial People's Council, Nguyen Minh Duong, discussed issues related to the draft resolution on the allocation of funds for the implementation of the National Target Program on Cultural Development.
The delegates focused their discussions on determining the types, scope, and target groups for social housing and housing for the armed forces in the communes.
Regarding policies to support production development, delegates discussed the level of support, eligible beneficiaries, and implementation methods, aiming to ensure that resources are used appropriately and in accordance with local conditions.
The regulations regarding entertainment expenses were also reviewed to ensure compliance with current regulations and budget constraints.
Deputy Director of the Department of Construction, Duong Chi Binh, discussed the draft resolution regulating the types of construction for social housing and housing for the armed forces.
The opinions also suggested that the drafting agency should further clarify some contents, review the wording and legal basis, and ensure that the regulations, when issued, are consistent, rigorous, and convenient for implementation.

In her concluding remarks, Ms. Vu Hong Nhu Yen, Head of the Economic and Budget Committee of the Provincial People's Council, requested that the agencies and units in charge of drafting fully incorporate the contributions made at the conference; and continue to review, revise, and finalize the draft resolutions in accordance with regulations.
"The submitted proposals must ensure quality, feasibility, and meet the requirements for consideration by the Provincial People's Council at the upcoming session," the Head of the Economic and Budget Committee of the Provincial People's Council emphasized.
