The economy experienced its highest growth in 15 years.

According to the Ministry of Finance 's report, the socio-economic situation in the first nine months of 2026 achieved many positive results, with the highest growth in the past 15 years and basic macroeconomic stability. Specifically, GDP in the third quarter is estimated to increase by 9.95%, and GDP for the first nine months increased by 9.01%. Of this, the agriculture, forestry, and fisheries sector increased by 4.02%, closely following the full-year target; industry and construction increased by 11.21%, the highest since 2015; and services increased by 8.69%, only slightly lower than the increase in the same period of 2022 (11.37%).

By the end of September, consumption increased by 13.4%; international visitors reached 17.7 million, a 14.5% increase, the highest ever. Total social investment reached VND 3.11 trillion, a 15.1% increase; of which, Hanoi and Ho Chi Minh City increased by 19% and 17.3% respectively. Registered FDI reached US$50.36 billion, a 76.4% increase; implemented capital reached US$21.07 billion, a 12.1% increase.

Total import and export turnover reached US$888 billion, an increase of 30.4% compared to the same period last year; of which, exports reached US$434.3 billion, an increase of 24.5%, exceeding the annual target; imports reached US$453.7 billion, an increase of 36.7%. In September alone, the trade balance shifted to a surplus of US$1.27 billion.

State budget revenue is estimated at 2.19 million billion VND, equivalent to 86.5% of the projected figure and an increase of 12.1%; approximately 185.6 trillion VND of taxes and fees have been exempted or reduced, and approximately 60 trillion VND has been extended. Public investment disbursement reached 643 trillion VND, equivalent to 62.9% of the plan, 202.6 trillion VND higher than the same period last year, corresponding to an increase of 12.9%.

Despite the achievements, Minister of Finance Ngo Van Tuan acknowledged that achieving double-digit growth remains a major challenge. Growth in the first nine months is still 1% lower than the annual target; a 12.5% ​​increase is needed in the fourth quarter. Currently, 24 out of 34 localities have growth rates lower than the annual target, creating significant pressure in the final quarter of the year.

Furthermore, consumption in the first nine months showed no significant breakthrough; investment by some large state-owned enterprises remained slow. Regarding public investment, seven ministries and agencies still had disbursement rates below 15% or had not disbursed any funds at all. Projects continued to face difficulties in land clearance and supply; material and labor costs remained high. The trade balance for the first nine months remained in deficit at $19.42 billion; the lives of some people remained difficult; natural disasters, storms, and floods were complex and unpredictable.

Khanh Hoa leads in growth in the South Central Coast and Central Highlands regions.

Despite numerous difficulties and challenges, Khanh Hoa province has achieved many positive results in its socio-economic situation. Economic indicators for the first nine months showed significant growth; specifically, GRDP is estimated to have increased by 11.21%, leading the South Central Coast and Central Highlands regions. Total retail sales of goods and consumer service revenue are estimated to have increased by 19.3%; export turnover increased by 10.5%; tourism revenue increased by 21%; and the total number of tourists increased by 45.7%, including a 69.1% increase in international visitors.

In the first nine months, total social investment is estimated to have increased by 33.2%; state budget revenue reached 98.1% of the projected target, an increase of 28.6% compared to the same period last year. Disbursement of public investment capital reached over 11,143 billion VND, equivalent to 70.7% of the plan assigned by the Prime Minister. The province has completed the resolution of 106 out of 257 outstanding and problematic projects. Through their work, the Central Inspection and Supervision Teams No. 25 and No. 234 acknowledged the province's efforts, determination, and progress.

Cultural and social fields continue to receive attention. Many unique and large-scale cultural and artistic activities are organized, contributing to the dissemination of national cultural values ​​and attracting tourists. The entire province successfully organized the 2026 high school graduation exam; completed the reorganization of the school network and ensured the necessary conditions for the new school year 2026-2027. Medical examination, treatment, and healthcare for the people are prioritized. Social security policies and "gratitude and repayment" activities are implemented promptly, synchronously, and effectively.

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Viet Hung affirmed that, building on the results of the first nine months, Khanh Hoa is determined to achieve the annual growth target of 10.2%; disburse 100% of the public investment plan and exceed the assigned budget revenue target. The province will focus on resolving and removing all 257 projects on the list within 2026. For issues beyond its authority, the province will seek support from ministries and agencies to resolve them; and at the same time, accelerate the implementation of projects. Khanh Hoa also expects that the continued amendment and improvement of land laws will help the locality more effectively exploit resources for development.

To create stronger momentum for development, the People's Committee of Khanh Hoa province requests the Prime Minister to direct ministries and agencies to support the province in completing the project and dossiers so that it can soon be recognized as a special economic zone in accordance with the Law on Urban Development; thereby attracting investment and leveraging advantages in marine economy, energy industry, seaports and logistics.

Furthermore, the province requested the Prime Minister to direct research and application of appropriate mechanisms in accordance with Resolution No. 112 of the National Assembly Standing Committee on the standards of administrative units; and to support the province in finalizing the proposal and submitting it to the competent authorities for consideration, so that Khanh Hoa can become a centrally-governed city. These are important driving forces for Khanh Hoa to promote its role as a growth pole of the South Central Coast region, contributing more to the development of the region and the whole country.

Khanh Hoa hopes to continue receiving the attention and guidance of the Government and the Prime Minister, as well as the support and coordination of ministries and agencies; and will make its utmost efforts to fulfill the assigned tasks.

Ensuring growth targets are met.

Concluding the meeting, Prime Minister Le Minh Hung analyzed the advantages and difficulties arising from the international, regional, and domestic contexts; emphasizing that the tasks ahead are very challenging, but there are also many new opportunities from the strategic decisions recently issued by the Central Committee. Ministries, sectors, and localities need to build on the achievements, maximize opportunities and advantages for development; and effectively implement, ensuring the progress and quality of resolutions, conclusions, and directives of the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, and the Government.

The focus is on meticulously preparing the content and proposals to be submitted to the 4th Central Committee Conference; promptly issuing detailed regulations for laws and resolutions, resolutely avoiding delays and backlogs in issuing documents. At the same time, coordinating the completion of dossiers for draft laws, resolutions, reports, and documents, including 44 draft laws and resolutions to be submitted to the National Assembly at its 2nd session.

The Prime Minister requested continued close coordination of monetary, fiscal, and other macroeconomic policies to control inflation, stabilize the macroeconomy, and ensure growth targets; maintain stability in the monetary and foreign exchange markets, ensure liquidity, strive to reduce lending interest rates, and facilitate businesses' access to capital. At the same time, he urged the prompt completion of regulations on reducing personal income tax, corporate income tax, value-added tax policies, and tax refund mechanisms; and the promotion of domestic production, consumption, and market development.

Furthermore, we must resolutely pursue the goal of disbursing 100% of the public investment capital plan for 2026; focus on resolving obstacles, accelerating land clearance, resettlement, and the progress of key transportation and energy projects. Issues beyond our authority must be reported promptly, along with specific proposed solutions. We must proactively develop scenarios to ensure energy supply and respond to potential disruptions; manage the prices of essential goods appropriately, and finalize the new decree on petroleum business soon.

The Prime Minister requested the urgent completion of regulations on medicines and medical equipment, the reform of management methods, the reduction of intermediaries and supply costs, and ensuring that medical facilities and patients have access to quality products at reasonable prices. He also called for a review and improvement of curricula and textbooks; addressing obstacles in school and class arrangements; and accelerating the completion of the education sector's database. Furthermore, he urged continued effective implementation of social welfare policies, care for war veterans, and the development of social housing and rental housing.

Simultaneously, we must accelerate institutional and administrative procedure reforms, substantially improve the investment and business environment; effectively implement Resolution No. 57 of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation, prioritizing core technologies and accelerating strategic technology tasks. Ministries, sectors, and localities must clearly identify the problems to be solved, link science, technology, innovation, and digital transformation with specific products, improve productivity, and make practical contributions to growth.

Furthermore, it is essential to strengthen national defense and security, maintain social order and safety; proactively monitor the situation, improve forecasting capabilities, and avoid being caught off guard. It is also crucial to enhance the monitoring and implementation of international commitments and agreements, concretizing them into programs, projects, and cooperative activities with tangible results; linking these efforts to expanding export markets, attracting investment, technology, and resources for development. Vietnam's role in multilateral forums should be promoted, and thorough preparations should be made for the upcoming foreign affairs activities of Party and State leaders.
