To ensure that each task has a clear sequence, responsibilities, and can be monitored and evaluated throughout the processing, the Chairman of the Provincial People's Committee issued Official Letter No. 15636/UBND-THĐT, dated July 30, 2026, on reviewing, standardizing, and streamlining administrative procedures and professional work processes according to the "6 clear" principles and developing a general set of provincial procedures to serve the monitoring and evaluation of task performance.

Following the direction of the Chairman of the Provincial People's Committee, the departments, agencies, and units under the Provincial People's Committee have reviewed all administrative procedures and professional tasks under their management at the provincial and commune levels to develop and refine each process.

Commune-level authorities shall review the professional tasks under their jurisdiction to develop procedures for professional tasks that do not yet have procedures or whose procedures do not meet the "1 overarching principle - 6 clear points" principle.

Accordingly, after being received at the one-stop service department, the documents will be directly transferred to the responsible specialist for processing. Once the resolution is reached, a report will be submitted to the department head and agency leader before being presented to the authorized person for signing the documents.

"This approach helps cut down on intermediaries, reducing the processing time for organizations and individuals. Coordination and consultation between units are also carried out directly on the system, instead of sending documents as before, thereby shortening waiting times and improving the efficiency of work resolution," the Deputy Director of the Provincial Public Service Center assessed.

The Department of Agriculture and Environment has developed a large number of procedures, with 562 procedures in total.

After two months of implementation, the Chairman of the Provincial People's Committee issued 15 decisions on standardizing the procedures of departments, agencies, and units, with 3,164 procedures, including: 1,738 procedures for handling administrative procedures at the provincial level; 381 procedures for handling administrative procedures at the commune level; 981 professional and operational procedures at the provincial level; and 64 professional and operational procedures at the commune level.

To achieve this result, the Department directed the Thanh Hoa Land Registration Office to implement the processes according to the approved restructuring plan; and simultaneously established an Administrative Procedure Review Team to coordinate with units in reviewing the procedures.

The Thanh Hoa Land Registration Office organized training and guidance for officials and staff to standardize the process of receiving and processing applications and to guide citizens and businesses in carrying out administrative procedures according to the new process. Currently, all 54 restructured procedures are conducted online throughout the entire process in an electronic environment.

After the electronic process system is standardized, agencies, units, and localities organize its implementation, publicize it, provide guidance, and inspect its consistent application. During implementation, they regularly review, update, adjust, or replace processes that are no longer suitable.

The results, processing time, cost savings, and any difficulties or obstacles encountered will be compiled and evaluated to propose adjustments and further improve the process.
