
Transform capital flows from the upgrade into a long-term resource for the economy.
The Minister and Head of the Government Office cited the conclusions of Prime Minister Le Minh Hung at the regular Government meeting in September, stating that the Prime Minister emphasized that the tasks ahead are extremely challenging, but we also have many new opportunities from the strategic decisions recently issued by the Central Committee.
The Prime Minister requested that ministries, sectors, and localities build upon the achievements already made; make the most of opportunities and advantages for development, paying particular attention to effectively implementing and ensuring the progress and quality of resolutions, conclusions, and directives of the Politburo , the Secretariat, and resolutions of the National Assembly, the Standing Committee of the National Assembly, and the Government.
The focus is on meticulously preparing the content and proposals to be submitted to the 4th Central Committee Conference; promptly issuing detailed regulations for laws and resolutions, resolutely avoiding delays and backlogs in issuing documents; and coordinating the completion of all dossiers, draft laws, resolutions, reports, and documents, including 44 draft laws and resolutions to be submitted to the National Assembly at its 2nd session.
The Prime Minister requested continued close coordination of monetary, fiscal, and other macroeconomic policies to control inflation, stabilize the macroeconomy, and ensure growth targets; maintain stability in the monetary and foreign exchange markets, ensure liquidity, and strive to reduce lending interest rates to facilitate businesses' access to capital.
Simultaneously, it is necessary to urgently finalize regulations on reducing personal income tax, corporate income tax, value-added tax policies, and tax refund mechanisms; and to promote domestic production, consumption, and market development.

The Prime Minister also requested decisive action to achieve the target of disbursing 100% of the public investment capital plan for 2026; focusing on removing obstacles, accelerating land clearance, resettlement, and the progress of key transportation and energy projects; promptly reporting issues beyond authority, along with specific proposed solutions; proactively developing scenarios to ensure energy supply and respond to potential disruptions; managing the prices of essential goods appropriately; and promptly finalizing the new decree on petroleum business.
Urgently finalize regulations on medicines and medical devices.
At the same time, the Prime Minister directed the urgent completion of regulations on medicines and medical equipment, the reform of management methods, the reduction of intermediaries and supply costs, and the assurance that medical facilities and patients have access to quality products at reasonable prices.
The Prime Minister also requested a review and improvement of the curriculum and textbooks; addressing obstacles in school and class arrangements and accelerating the completion of the education sector's database; and continuing to effectively implement social welfare policies, care for war veterans, and develop social housing and rental housing.
At the press conference, Deputy Minister of Finance Nguyen Duc Chi provided information on which reforms are prioritized to transform capital flows from the upgraded status into a long-term resource for the economy, related to the fact that, from September 21st, the Vietnamese stock market was officially upgraded from a frontier market to a secondary emerging market.
According to the Deputy Minister, in order to ensure the maintenance of the ranking and continue to develop towards a higher ranking, the Ministry of Finance has clearly identified key tasks, the top priority being the continued improvement of the institutional framework.
The Ministry will submit to the Government, which will then present to the National Assembly for approval, the Law amending and supplementing a number of articles of the Securities Law during this October session, in order to meet practical requirements as the Vietnamese stock market has just been upgraded. At the same time, it will consider including control regulations to ensure the Vietnamese stock market develops in line with global trends.
The Ministry of Finance also submitted to the Government, and subsequently to the National Assembly, proposals to further reduce business conditions and administrative procedures, creating a more favorable environment for market participants. Simultaneously, it reported to the Government on solutions related to corporate bond issuance, including both public and private bond issuances, and diversification of bonds and derivative securities, with green bonds being prioritized and encouraged.
