According to Regulation No. 219-QD/TW, the Party Committees of the Central Party agencies decide on policies, orientations, and major issues within their authority, leading through resolutions, directives, regulations, plans, conclusions, and through inspection and supervision work in accordance with the functions and tasks of each Party Committee; they authorize the Standing Committee of the Party Committee to lead and direct the implementation of some tasks within the authority of the Party Committee in accordance with the characteristics and situation of the Party organization.
The Standing Committee of the Party Committee leads and directs the organization and implementation of work between two sessions within the scope of its assigned authority or as authorized by the Party Committee, and reports to the Party Committee on the work resolved between the two sessions. The collective leadership and the head of the agency or unit concretize and organize implementation according to their functions, duties, and authority, and are responsible for their decisions; the Party Committee does not take over the work under the management and control of the collective leadership and the head of the agency or unit. Clearly identify one leading entity and one point of contact responsible throughout the process.
The regulations state that the Party committee of a central Party agency (department, agency) is a grassroots Party committee directly under the Party Committee of the Central Party Agencies; it is subject to the direct and regular leadership and guidance of the Party Committee of the Central Party Agencies.
Party committees of Party-affiliated organizations at the central level are grassroots Party committees directly under the Party Committee of the Central Party Agencies; they are subject to the leadership and direction of the Politburo and the Secretariat on political orientation and important work contents in the implementation of the unit's political tasks, and are subject to the leadership of the Party Committee of the Central Party Agencies according to the Politburo's decision.
Regulation No. 219-QD/TW is accompanied by two appendices: Appendix 1, functions, tasks, and organizational structure of grassroots Party committees in Party agencies at the central level; Appendix 2, functions, tasks, and organizational structure of grassroots Party committees in Party-affiliated public service units at the central level.
Regulation No. 219-QD/TW takes effect from September 22, 2026 and replaces Regulation No. 123-QD/TW, dated September 26, 2023, of the Secretariat on the functions, tasks, powers, and organizational structure of the Party Committee at the level directly above the grassroots Party organizations under the Party Committee of the Central Agencies Bloc; and Regulation No. 34-QD/TW, dated October 14, 2021, of the Secretariat on the functions, tasks, and organizational structure of the Party Committee of the Central Public Service Unit.
