According to the Chairman of the People's Committee of Phu Tho province, relocating production facilities that are no longer compatible with the planning or pose a risk of environmental pollution will contribute to reorganizing urban development space, effectively exploiting the potential and advantages of the Viet Tri area; and at the same time create conditions for businesses to innovate technology, improve production capacity and expand markets. The province aims to basically complete the relocation of these facilities by 2030.

To develop a suitable roadmap that harmonizes the interests of the State, businesses, and workers, the Chairman of the Provincial People's Committee assigned the Department of Finance to research and refer to the experience of relocating production facilities in some localities; continue to advise on perfecting the plan with a specific roadmap down to each milestone, while fully assessing the impact on the socio -economic development of the province.

During the planning process, facilities were categorized into groups: those at risk of environmental pollution; heavy industry; those needing relocation for urban reorganization; and businesses ceasing operations or going bankrupt. Based on this, appropriate support mechanisms and policies were researched and proposed for each group and each business.

The province will establish a Task Force headed by Vice Chairman of the Provincial People's Committee Phan Trong Tan, with the participation of leaders from relevant departments, agencies, and units. The Task Force will be responsible for researching and developing specific plans for each enterprise; reviewing support mechanisms and policies; and resolving related administrative procedures during the relocation process. Departments and specialized agencies are required to proactively guide enterprises in accessing support policies, promptly address difficulties and obstacles, and ensure progress without disrupting production and business operations.

Reporting at the conference, a representative from the Phu Tho Provincial Department of Finance stated that the Viet Tri urban area before the merger and its surroundings are currently undergoing planning studies to reorganize development space and exploit the potential and advantages of the provincial central urban area. On August 22, 2025, the Provincial Party Standing Committee agreed on the policy of relocating agencies, factories, and enterprises that pose a risk of environmental pollution in the Viet Tri city area (before the merger).

According to the draft plan, during the period 2026-2030, the province plans to relocate factories in the old Viet Tri urban center that pose a risk of pollution, belong to the heavy industry sector, employ a large workforce, or do not ensure a safe distance from residential areas to industrial zones and clusters within the province.

According to the planned schedule, the Viet Tri Chemical Plant will be relocated in the period 2026-2028; the Viet Tri Paper Mill, Viglacera Sanitary Ware Factory, and Hung Vuong Cement Factory will be relocated in the period 2026-2029; the remaining facilities will be relocated in the period 2026-2030. The Miwon MSG factory is expected to return the land to the province when its land lease expires at the end of July 2029.

At the conference, representatives from relevant departments and agencies focused on discussing the relocation roadmap, plans for new locations, procedures related to land, environment, planning, and support mechanisms for businesses. According to Mr. Nguyen Xuan Quang, Director of the Department of Construction of Phu Tho province, the relocation of factories in the central area of ​​Viet Tri is linked to the review and adjustment of urban planning, thereby reorganizing development space and more clearly defining Viet Tri's role in the province's urban structure. This process also aims to effectively utilize the land after relocation, creating more urban development space and functions consistent with the province's socio-economic development orientation.

Representatives from the Phu Tho Provincial Department of Agriculture and Environment stated that the relocation process needs to be linked to assessing and controlling the risks of environmental impact and fully complying with land and environmental regulations for each facility. The Department will coordinate with relevant units to review the current situation, guide businesses in carrying out procedures according to regulations, and advise on plans for managing and utilizing the land after the factories are relocated.

Regarding the policy of relocating factories and enterprises from urban centers, representatives of businesses generally agreed and requested the province to accelerate investment in industrial park infrastructure, allocate clean land, provide financial support for relocation, offer incentives on land rent, taxes, and credit; and at the same time simplify administrative procedures, support training, recruitment, job transition, and stabilize the lives of workers. Some businesses requested to continue production at their current locations during the construction of new factories to ensure uninterrupted operations.
