Speaking at the 12th Northern Region Industry and Trade Conference - 2026, held in Hai Phong city, Mr. Le Hong Giang - Deputy Director of the Department of Industry and Trade of Quang Ninh City, emphasized setting a growth target of 13% or more, with the industry and trade sector identified as one of the important driving forces contributing to the local economic growth.
Creating new growth drivers for Quang Ninh
Facing the opportunities and challenges of this new development phase, the Department of Industry and Trade of Quang Ninh City has received close attention and guidance from the leaders of the Ministry of Industry and Trade, along with timely assistance from units under the Ministry. This is a crucial factor enabling the Department to proactively advise the City People's Committee on developing growth scenarios, flexibly managing operations, and resolving difficulties for businesses, thereby contributing to the overall development of Quang Ninh City.
According to data released by the General Statistics Office, in the first nine months of 2026, Quang Ninh achieved a growth rate of 12.54%; with the third quarter alone reaching 15.04%. Within this overall result, the Quang Ninh Industry and Trade sector continued to affirm its important role, contributing 53.6% to the growth rate, equivalent to 6.72 percentage points of the city's total growth of 12.54%.

As a growth hub in the North and with Quang Ninh becoming a centrally-governed city, the local Industry and Trade sector is facing new demands. The development model, heavily reliant on extensive resource exploitation, needs to gradually shift towards intensive development. While the coal industry has long been a pillar of the local economy, the new context demands a shift in mindset, improved growth quality, and a move towards a more modern, sustainable, and intelligent economy.
Based on that requirement, the Department of Industry and Trade of Quang Ninh City focuses on two main drivers of development: promoting green growth in industry and trade, and leveraging the role of science and technology and innovation.
Promoting green growth in industry and commerce.
Mr. Le Hong Giang stated that, in the industrial sector, the city is promoting the restructuring of the industrial sector; developing the mining industry rationally and sustainably, focusing on coal and construction materials processing. At the same time, Quang Ninh is concentrating on increasing the scale and contribution of the processing and manufacturing industry and high-tech industries such as semiconductors, automobiles, equipment, renewable energy, and the railway industry, aiming to make these sectors the pillars of the city's economic development.

In the energy sector, Quang Ninh City creates favorable conditions for the stable development of the coal and electricity industries, contributing to ensuring national energy security according to the plan. Adhering to the green growth orientation, the city promotes energy transition and develops renewable energy sources such as wind power and biomass power, aiming to become a national energy hub. Alongside this, it supports the acceleration of important projects to develop the transmission and distribution grid systems, meeting the needs of production and daily life.
In the field of trade and services, Quang Ninh aims for comprehensive and modern development; improving quality and attracting investment in high-quality trade and service projects; promoting export trade and applying information technology in trade promotion activities.
The city continues to organize trade fairs and promotional events both domestically and internationally, focusing on the Chinese market, Northeast Asian countries, and some European countries, thereby supporting businesses, including FDI companies, to expand their operations in key areas.
Along with market expansion, Quang Ninh focuses on developing transportation infrastructure and inter-regional logistics centers in coastal economic zones such as Quang Yen, Van Don, and Mong Cai; improving the quality of specialized warehousing services in the Cam Pha and Con Ong - Hon Net port areas; and developing bonded warehouse services, general warehouses, and sample inspection areas to promote border trade.
Notably, the city is urgently implementing the Smart Border Gate pilot project in Mong Cai, thereby promoting economic and industrial cooperation across the border.
Using science , technology, and innovation as the driving force for development.
Along with green growth, science and technology, innovation, and digital transformation are identified by Quang Ninh City as important drivers to enhance governance capacity in the context of an increasingly expanding economy.
In particular, the Data Strategy to 2030 is being implemented vigorously, starting with data creation and standardization. Quang Ninh focuses on solving this problem based on four pillars: defining the governance problem; standardizing data; piloting with control groups; and measuring using KPI indicators.
Based on that, the city is gradually transforming its management methods from manual and intuitive to real-time operation through the IOC Center on a synchronized common data platform.
Quang Ninh leaders shared that the city places special importance on the data system built by the Ministry of Industry and Trade, identifying it as the "backbone" connecting the central government to the commune level in state management of industry and trade in the city.
Proposing solutions to remove bottlenecks and create room for development.
Based on practical implementation at the local level, the Department of Industry and Trade of Quang Ninh City recommends that the Ministry of Industry and Trade pay attention to resolving some difficulties and obstacles in the fields of industry, energy, and building a database for the industry and trade sector.
Regarding industry, Quang Ninh City proposes completing the planning for Group 1 mineral resources; maintaining coal production as a basis for streamlining licensing procedures, ensuring coal supply for the economy, and sustaining double-digit growth targets. Simultaneously, it proposes amending Article 4 of the Law on Geology and Minerals to allow mineral exploitation licenses to be granted based on the results of exploration, approval, and recognition of mine reserves, thereby removing bottlenecks for Quang Ninh's industry.
Regarding energy, the City proposes considering adjustments and updates to the Power Development Plan VIII for 15 power generation projects in the city, aiming to promote the energy sector, create new growth drivers, and ensure national energy security in accordance with Resolution 70-NQ/TW of the Politburo.
Regarding the Industry and Trade sector's database, the city proposes optimizing and consolidating 36 existing databases of the Ministry of Industry and Trade, including the field of geology and minerals; using common enterprise information fields to streamline management; and strengthening data linkages between the Tax, Customs, and Statistics sectors.
In addition, it is necessary to delegate authority and establish legal mechanisms to enable the Departments of Industry and Trade in provinces, cities, and communes to effectively exploit and utilize the data sources built and shared by the Ministry of Industry and Trade.
Continuing its journey of transitioning from "brown" to "green," Quang Ninh City is persistently promoting green growth, while simultaneously using science, technology, and innovation as key drivers in the process of transforming its development model. These are also the core directions that the Quang Ninh Department of Industry and Trade is focusing on implementing to contribute to the city's rapid and sustainable development goals in the new phase.
