Determined to comprehensively achieve all goals and tasks in 2026, Quang Ninh city is focusing intensely in the remaining months of the year, with a focus on promoting growth, accelerating the disbursement of public investment capital, resolving difficulties in land clearance, implementing key projects, and improving the efficiency of the political system.
This spirit was emphasized at the 14th Conference of the Executive Committee of the Quang Ninh City Party Committee, 16th term, 2025-2030, held on the morning of October 2nd to assess the implementation of tasks over the past nine months and discuss key directions and tasks for the remaining months of 2026. Mr. Quan Minh Cuong, Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the City's National Assembly Delegation, chaired and directed the conference.
In the first nine months of 2026, the economy continued to maintain high growth momentum. The estimated GRDP for the nine months increased by 12.54%, ranking first nationwide; total social investment is estimated at VND 97,948 billion, an increase of 17.4% compared to the same period. The industrial and construction sector is estimated to have increased by 14.02%, with the manufacturing sector growing by 26.67%.
Tourism continued to be a bright spot with approximately 18.8 million visitors in the first nine months, including an estimated 4.21 million international visitors; total tourism revenue reached approximately 56,400 billion VND. Total state budget revenue is estimated at 80,327 billion VND, equivalent to 80.33% of the annual forecast and an increase of 88.28% compared to the same period last year; domestic revenue alone reached approximately 66,562 billion VND. Disbursement of public investment capital reached 16,342 billion VND, of which 14,810 billion VND of planned capital for 2026 was disbursed.
Along with economic development, administrative reforms and improvements to the investment and business environment continue to be promoted. The city has provided 100% of administrative procedures under its local authority online. Out of a total of 652,503 applications received, 635,870 have been processed, with a rate of 99.7% of applications processed on time or ahead of schedule.
Cultural, social, educational, health, and social welfare sectors received attention; national defense, security, and sovereignty over borders, seas, and islands were maintained. Party building and rectification, inspection, supervision, and the fight against corruption, waste, and negative phenomena were strengthened.
Besides the achievements, the conference frankly pointed out some shortcomings and limitations that need to be addressed. Some tasks have not met the deadlines; the quality of operation of the two-tiered local government model is uneven; some areas still lack officials with in-depth expertise in land, public investment, finance, budget, and information technology. Some production and business targets have not met the planned targets; the progress of land clearance, implementation of some projects, and capital disbursement needs to be further accelerated.
Concluding the conference, Central Committee member, Secretary of the City Party Committee, and Head of the City's National Assembly Delegation, Quan Minh Cuong, emphasized that the last three months of the year are a crucial period, decisive for the results of the tasks for the entire year of 2026. Party committees, governments, agencies, and units at all levels must maximize their sense of responsibility, innovate their thinking and working methods, ensuring clarity of personnel, tasks, timelines, responsibilities, and results; focusing on immediately addressing the shortcomings and limitations that have been identified, and resolutely striving to comprehensively achieve all goals and tasks for 2026.
In economic development, the city is required to closely monitor each industry, sector, and growth driver, flexibly manage the Q4 scenario, strive for an annual GRDP growth of over 13%, and achieve state budget revenue of 100,000 billion VND. The city will focus on developing processing and manufacturing industries; tourism, services, border trade, and marine economy; create conditions for new projects to quickly enter production and business, while selectively attracting high-tech, environmentally friendly projects with high added value.

Disbursement of public investment capital, land clearance, and progress of key projects have been identified as tasks requiring high priority in the fourth quarter. The city strives to disburse 100% of public investment capital by December 31, 2026; each project must be specifically reviewed, and difficulties and obstacles related to land, materials, and procedures must be promptly addressed.
At the same time, the city continues to resolve outstanding and long-standing projects; effectively handle surplus housing and land; strictly manage land and resources; and protect the ecological environment. The process of promoting growth must be linked to sustainable development, without sacrificing heritage, the environment, and the quality of life of the people for short-term growth.
Party Secretary Quan Minh Cuong also requested continued efforts to build and strengthen the Party and the political system; promote the role of Party members, especially leaders at the grassroots level; and strengthen decentralization and delegation of power, linked with resources and responsibility. The city will continue to accelerate administrative reform, digital transformation, review and reduce intermediate steps, shorten processing times, and improve the quality of service for citizens and businesses.
The fields of culture, education, health, social welfare, employment, and people's lives continue to receive attention; national defense, security, social order and safety, and sovereignty over borders and islands are maintained; and proactive measures are taken to prevent and combat natural disasters.
With a spirit of unity, discipline, order, and more decisive and effective action, Quang Ninh city aims to create significant changes in each task and each area, achieving the highest possible level of completion for the 2026 targets, thereby creating a foundation and new impetus for development in 2027.
