The drill was held at the D2 apartment building, alley 9 Khuat Duy Tien, a densely populated area suitable for practicing firefighting, evacuation, and rescue skills in realistic conditions.

Based on a simulated fire caused by an electrical malfunction, residents quickly raised the alarm, contacted authorities, guided households to safety, and used available resources for initial response.
Local civil defense forces, security and order guards, along with the police, military , and health officials of the ward, then coordinated to rescue people, move property, secure the area, and assist in firefighting. When the Fire and Rescue Police of Area No. 13 arrived, search and rescue and firefighting operations continued, completing the process of handling the situation from the local level to professional forces.

Through the drill, the ability to mobilize personnel and resources, and the coordination between units, are tested in a real-world setting. Citizens also have the opportunity to practice basic skills such as fire reporting, evacuation, and the use of initial firefighting equipment.
Speaking at the drill, Vice Chairman of Thanh Xuan Ward People's Committee Nguyen Hong Quan emphasized that fire prevention and fighting work needs to be maintained regularly, and the ability to handle incidents at the grassroots level is crucial. Proactive citizens and timely coordination among forces will contribute to minimizing damage when incidents occur.
Following the drill, Thanh Xuan ward continued to review and refine fire fighting plans in residential areas; and intensified propaganda and guidance on escape skills and the use of initial fire fighting equipment.
The "four on-the-spot" principle, encompassing on-the-spot command, forces, equipment, and logistics, continues to be identified as the foundation for enhancing the ability to prevent and respond to fires and explosions right from the residential area.
