In his opening remarks, Vice Chairman of Bach Mai Ward People's Committee Nguyen Hoanh Dung emphasized that Bach Mai is an urban area with a high population density, diverse types of housing, businesses, and constructions, resulting in a high population density. This requires fire prevention and control to be carried out regularly and effectively, not solely relying on professional forces but involving the participation of the entire political system and every citizen.

From there, the comrade suggested that the entire area continue to enhance the responsibility of the heads of agencies, units, establishments, and residential groups in fire prevention and rescue work; identifying it as a regular task, not just a campaign, and not only focusing on the period of "National Fire Prevention Day". At the same time, prevention should be the focus, with agencies, units, production and business establishments, apartment buildings, and households proactively inspecting and reviewing potential fire and explosion risks; identifying and promptly addressing existing safety hazards and risks.
At the same time, continue to strengthen and promote the effectiveness of the "4-on-the-spot" principle in residential areas, in which the civil defense force is the core force at the grassroots level; Party branch secretaries, heads of the Fatherland Front committees, and heads of residential groups actively propagate and mobilize people to equip themselves with knowledge, skills, and initial firefighting equipment, and to know how to report fires, escape, rescue people, and handle situations in the first few minutes.

Comrade Nguyen Hoanh Dung also requested that the Ward Police continue to play a core role, proactively advising the Ward People's Committee on state management of fire prevention and rescue; and that departments and agencies proactively coordinate with the Ward Police and relevant units in this work, linking it with urban management, construction order, technical infrastructure, electrical safety, business establishment management, and ensuring safety in residential areas. At the same time, the entire ward should strengthen propaganda in a practical, easy-to-understand, and easy-to-implement manner, with content directly focused on the skills people need to know and do when fires, explosions, incidents, and accidents occur.
Vice Chairman of the People's Committee of the ward, Nguyen Hoanh Dung, emphasized the need to proactively prevent fires; if a fire unfortunately occurs, it must be detected early, reported promptly, evacuated properly, and local forces mobilized to handle the situation quickly, minimizing damage to people and property. In particular, the fire fighting and rescue drill is an opportunity for forces and residents to directly practice and learn how to handle situations, thereby improving coordination between professional forces and local forces, and gradually developing fire prevention and control skills in the community.
Following today's program, agencies, units, and 51 residential areas will continue to make fire prevention and rescue a regular activity in their communities, maintaining readiness to respond when situations arise.
