Presenting his paper at the 12th Northern Region Industry and Trade Conference - 2026, Mr. Ta Minh Vang, Member of the Science and Technology Advisory Council of Hai Phong City and Chairman of CEH Technology Joint Stock Company, introduced SmartLog Hai Phong - an integrated database platform for sharing information on goods and logistics in the city.

Representatives from the Hai Phong City Science and Technology Advisory Council emphasized that this is not a typical software, application, or technology platform, but rather an integrated city-level shared database platform focused on standardizing logistics data. A key advantage of this platform is its operation at an intermediate level, completely avoiding interference with internal software used by businesses, including those operating in seaports, airports, road transport, and waterway transport.
After integrating the data infrastructure, the system allows for transparent information sharing with inter-agency state management bodies such as the Department of Industry and Trade, the Department of Science and Technology, the Department of Construction, the Inland Waterway Port Authority, Customs Region III, and the Hai Phong City Port Authority.
Interdisciplinary connectivity and real-time data monitoring solutions.
According to Mr. Ta Minh Vang, SmartLog creates a seamless, real-time data system, enabling management agencies to monitor effectively while providing maximum support to businesses. For management agencies such as the Department of Industry and Trade, this platform helps to visually statistically track cargo throughput at ports, ensuring clean, "live" data that is updated in real time. Data is recorded instantly for each container passing through a port, allowing for monitoring of the entire transportation system (road and water), from containers on individual trucks and barges to the journey of goods from international waters to inland areas, including detailed information about the consignor and the port of unloading.

Furthermore, data linkage between the Department of Industry and Trade, the Port Authority, and Customs helps agencies coordinate closely in supporting import-export businesses, port operations, and transportation. With a legal framework and verified data, the system simplifies administrative procedures, allowing for entirely online cross-port transactions.
Promoting digital finance and logistics technology infrastructure.
Through city decisions, integrated data from SmartLog can be shared with external partners such as digital financial service providers, port warehouses, and technology companies. This allows banks to integrate digital financial services, providing flexible cash flow support solutions for port businesses. In reality, port businesses often struggle with short-term cash flow to quickly pay customs service fees or port infrastructure fees. Sharing data with the banking system will help address this problem.
For logistics technology businesses, many ride-hailing and barge-hailing applications have failed in the past due to a lack of official, real-time data sources and a lack of legal documentation for port entry and exit. To address this issue, Mr. Ta Minh Vang stated that SmartLog's integrated platform provides a complete legal database and real-time data, enabling technology businesses to integrate into the system and obtain port approval for transactions. Furthermore, the system supports integration with banking and financial applications to open letters of credit (LC), ensuring secure international payments for businesses' shipments.

Mr. Ta Minh Vang expressed his hope that the SmartLog Hai Phong platform model, with its ability to integrate data from warehouses, ports, transportation, and international shipping lines, will become a model to be replicated nationwide. From local data sources, the Ministry of Industry and Trade can synthesize data to serve macro-management, while simultaneously sharing clean and real-time data with other ministries and agencies. This will help improve management and monitoring capabilities and support the logistics business community in gradually reducing costs in the most effective way.
