Speaking at a campaign rally in Mobile, Alabama, President Donald Trump announced that if the Republican Party gains control of both the House and the Senate after the midterm elections, he will give $5,000 to every adult American citizen.

“If the Democrats win, the country will fall into a recession as bad as 1929 – a very bleak prospect. But if the Republicans win, each of you will have $5,000 in your pocket and the country will achieve economic success.”

He referred to this money as the "Trump Dividend." Earlier, in a campaign-style rally in Oklahoma on October 1st, Trump reiterated his commitment to this payment. The US President first announced this commitment at the Republican midterm convention in Dallas in September, as the Republican Party prepared for the November election.

Mr. Trump acknowledged the program could cost around $1 trillion, but argued that this figure was relatively small compared to the $21 trillion he claimed had attracted to the US economy. However, the $21 trillion figure Mr. Trump mentioned does not match the data on the White House website, which records the total value of investments from foreign businesses and governments at $11.2 trillion.

Vice President JD Vance had previously attempted to explain that the money might not go to the wealthy, suggesting that the funding could come from U.S. tariff revenue. However, the scale of the proposed spending was significantly larger than the amount that would be collected from the tariffs.

The proposal to pay $5,000 to each adult American would also require congressional approval or consent. Marc Goldwein, senior policy director at the Committee for a Responsible Federal Budget, argues that the president does not have the authority to distribute money to citizens without congressional approval. He also points out that the U.S. is facing a budget deficit of approximately $2 trillion annually and public debt has exceeded $40 trillion. According to him, the concept of "dividends" is typically associated with businesses distributing surpluses to shareholders, while the U.S. budget currently lacks such a surplus.

The introduction of a “Trump dividend” is seen as one of the unusual proposals he has made in an effort to maintain support for the Republican Party as it struggles to preserve its fragile majority in the House of Representatives.

Republican Senator Bernie Moreno has announced he will prepare a bill to have the “Trump dividend” passed immediately after the November 3rd election. However, the proposal raises questions about funding and legal authority. Whether the money will actually be disbursed will depend on Congress's decision and how the US administration develops its post-election program.
