Police officers from the Fire Prevention and Rescue Department of the city police are instructing residents of Hong Hai 7 area, Ha Long ward, on how to use fire extinguishers.

In Hong Hai 7 residential area, Ha Long ward, fire prevention and control awareness campaigns are regularly conducted. Police officers , in coordination with the residential area, guide residents in identifying fire and explosion hazards; using electricity, fire sources, and heat sources safely; arranging fire-fighting equipment; and ensuring escape routes. Mr. Dinh Van Hoa, Party Secretary and Head of Hong Hai 7 residential area, said: “The awareness campaigns help people better understand the risks of fire and explosions and proactively prevent them. The residential area regularly reminds residents to check their electrical systems, prepare fire-fighting equipment, and keep escape routes clear. When people are more aware, fire prevention and control efforts will be more effective.”

The police force focuses on guiding people in practicing the use of fire extinguishers, fire reporting skills, escape techniques, and handling emergency situations from the very first minutes. This is also a way to promote the "four on-the-spot" principle, because local residents are the first to arrive when an incident occurs.

Along with community outreach, fire prevention and control efforts are being implemented across various sectors. The police force is strengthening effective public relations in guiding tourist boats in Ha Long Bay to ensure fire safety; mobilizing the public to comply with fire prevention and control laws ; promoting and encouraging teachers, students, and university students to participate in fire prevention and rescue activities; and encouraging citizens to join volunteer firefighting and rescue teams, as well as young people and youth union members to actively build a nationwide fire prevention and control movement.

Propaganda and mobilization efforts have been linked to the development and replication of models suitable for each locality. The entire city has established 189 fire safety residential area models, 662 fire safety neighborhood groups, 263 public fire fighting points, along with models of self-managed fire safety tourist boats, fire safety clusters of businesses, schools, markets, and gas stores. This has contributed to the formation of a fire safety network within the community. When households proactively inspect, remind, and support each other, and are ready to handle situations, the ability to detect and control fires early is enhanced.

A new development in fire prevention and control awareness campaigns is the increased use of social media. The model of disseminating legal knowledge and warning about fire and explosion risks through Zalo allows for the rapid transmission of fire safety information to managers of facilities under state management. This approach saves time and aligns with current public information consumption patterns.

According to the Fire Prevention and Rescue Police Force of the city, fire prevention must begin in each family and establishment. Regular checks of electrical systems, management of fire and heat sources, arrangement of goods, preparation of firefighting equipment, and ensuring escape routes will contribute to reducing the risk of fire and explosions. In reality, even professional firefighters, despite investments in personnel and equipment, need time to reach the scene. Therefore, raising awareness and fire prevention skills among the community is the first line of defense. When every citizen knows about fire prevention, every family takes initiative, and every residential area has a local force ready to respond, the risk and damage from fires and explosions will certainly be reduced.
