As a border area and border gate, Mong Cai 1 ward has always done well in developing its economy and society in conjunction with national defense and security, firmly protecting the sovereignty of its maritime borders and islands, managing immigration and emigration, and building a solid defense zone to meet the requirements of the new situation. In particular, the work of preventing and combating crime and social evils, and building the "All People Protect National Security" movement in the ward has been unified in leadership and direction.

The ward mobilizes the strength of the entire political system and the people to participate in the movement to protect border security; closely linking the "All People Protect National Security" movement with the implementation of patriotic emulation movements and campaigns launched by the Party Committee, government, Fatherland Front, and political and social organizations. It effectively mobilizes all resources to support social welfare work, practically caring for the lives of the people; supporting production development, vocational training, and job placement; and rehabilitating, educating, and assisting lawbreakers to reintegrate into the community.
For example, the Veterans Association of Mong Cai 1 Ward has maintained 16 self-governing groups attracting 250 cadres and members. Since the beginning of the year, they have organized 90 clean-up campaigns with 1,100 members participating; coordinated 50 patrols with 320 members; and carried out 52 environmental sanitation activities with 900 members participating. At the end of September 2026, the Association launched two self-governing models for "bright, green, clean, beautiful, and safe" roads in the Tra Co and Binh Ngoc areas.
In early September 2026, the Mong Cai 1 Ward Police Station launched a smart surveillance camera system utilizing artificial intelligence (AI). The system comprises numerous AI cameras installed synchronously at key locations and routes within the ward, operating continuously 24/7 and transmitting data directly to the Command Center located at the ward police station. This helps police forces monitor the situation early and remotely, proactively prevent and effectively combat various types of crime, and significantly contribute to traffic safety, urban order, and fire prevention and control.
The ward has proactively coordinated closely with border guards and military forces in ensuring border security; gathered information on the border situation and strengthened coordination in handling crime reports and denunciations; coordinated the organization of thematic conferences to disseminate information on border security to officials, Party members, and people in residential areas; coordinated the dissemination of the National Border Law and border protection regulations; launched a widespread movement for self-management of border lines and markers; and mobilized officials and people to raise awareness of border security in the current new situation, detecting and thwarting all schemes of hostile forces.

Over the past year, the ward organized 28 classes to disseminate legal education , with over 8,000 participants; participated in the rehabilitation and education of 32 young people at risk of violating the law and offenders in the community, contributing to reducing crime. Efforts were also intensified to encourage people to surrender and recover weapons, explosives, and supporting tools.
The entire ward is focusing on building four new models, including: "Peaceful Border - Mong Cai 1 Ward Free from Illegal Entry and Exit", "Safe Traffic at School Gates"; "For a Bright Future"; and "Safe Neighborhood Fire Prevention and Control". These models have initially proven effective, creating a ripple effect within the community, contributing to crime prevention, social vices, and ensuring security, order, and social safety in the area.
The Secretary of the Youth Union of Mong Cai 1 Ward stated: The youth of the entire ward are always at the forefront of digitalizing communication, specifically demonstrated by putting border and immigration regulations on QR codes, infographics, and bilingual Vietnamese-Chinese electronic guidebooks at border gates and public places; leveraging foreign language skills to support tourists; and coordinating with Border Guard and Police to understand the thoughts and encourage border residents not to participate in smuggling or illegal immigration.
The consolidation of the achievements of the National Movement for Protecting National Security lays the foundation for gradually building Mong Cai 1 into a commercial and tourism service center of Quang Ninh city.
