
In 2026, Lao Cai province was allocated 8,861 billion VND in public investment capital by the Prime Minister. Recognizing that disbursing this capital is a key driver of growth, the province directed all levels, sectors, localities, and investors to closely monitor progress, proactively address difficulties, and avoid concentrating projects in the final months of the year.
A notable aspect of Lao Cai's approach is that it doesn't view the disbursement rate simply as a reporting indicator, but closely links disbursement results to the progress of each project. The province regularly reviews each project and funding source; categorizes projects with good disbursement potential and those facing obstacles to promptly address issues and accelerate implementation.

Land clearance has been identified as one of the major bottlenecks, and Lao Cai has mobilized the entire political system, strengthening coordination between all levels of government, specialized agencies, investors, and the people to resolve each obstacle and expedite the handover of cleared land.
Construction begins as soon as the land is handed over. On the construction sites, the investor and contractor mobilize manpower, machinery, and equipment, taking advantage of favorable weather conditions, and organize overtime shifts to increase the volume of work completed.

Along with accelerating construction, management has been strengthened in a more thorough and specific manner. During inspections of key projects, Chairman of the Provincial People's Committee Nguyen Tuan Anh requested that agencies and units regularly update progress, proactively resolve difficulties, and not allow obstacles within their authority to drag on.
For projects experiencing delays, each issue is categorized for resolution, clearly identifying the cause, the responsibility of each unit, the feasibility of implementation, and the disbursement capacity. This principle is concretized by the "six clear points": clear person, clear task, clear responsibility, clear authority, clear time, and clear results. Through this, the responsibility for disbursement becomes a major task for each agency, unit, locality, and its leader.

According to the decision of the Provincial People's Committee, five working groups, each headed by a leader of the Provincial People's Committee, will be directly responsible for the assigned areas. Members include leaders from relevant departments and agencies: Finance, Construction, Agriculture and Environment, Industry and Trade, Health, Education and Training, Culture, Sports and Tourism, and the Provincial People's Committee Office.
The working groups are tasked with reviewing and summarizing difficulties and obstacles, clarifying their causes, and proposing solutions to accelerate disbursement. Simultaneously, they will directly supervise the acceleration of project progress, address obstacles within their authority, recommend consideration of accountability for organizations and individuals causing delays, and propose reallocating funds from slow-disbursing projects to projects with better disbursement potential.

The province also requested that departments, agencies, and localities develop commitments on disbursement progress on a monthly and quarterly basis; proactively report difficulties and obstacles for timely resolution. For projects that are unlikely to disburse funds according to plan, the reallocation of capital will be considered to limit the situation where allocated funds are not used, while focusing resources on projects that are capable of completing the work and disbursing funds.

This approach brings the disbursement process back to its true nature: it requires land availability, completed construction, acceptance and payment documentation, and coordinated efforts between agencies. Therefore, resolving each stage and addressing each bottleneck is the basis for improving the quality and progress of disbursement.
Notably, in the first nine months, all 24 provincial-level investors and all 99 commune/ward-level investors achieved a disbursement rate of 75% or more of their planned capital, demonstrating the decisive and coordinated efforts of all levels and sectors.

The positive disbursement trend is creating positive changes in many infrastructure projects in the area. Public investment capital is prioritized for projects with significant connectivity and spillover effects, especially key transportation projects, bridges, roads, urban infrastructure, industrial parks, industrial clusters, and essential projects serving the lives of the people.

With its strategic location as a gateway connecting the Northwest region and the border area, investing in transportation infrastructure is crucial for expanding the development space of Lao Cai. The completed inter-regional roads, bridges, and connecting infrastructure will contribute to shortening travel time, improving logistics capacity, increasing connectivity, and creating favorable conditions for the development of trade, services, industry, and border gate economy .


Therefore, disbursing public investment capital is not just about achieving a percentage target. Behind every dollar disbursed on schedule lies a volume of completed projects, from roads and bridges to schools, urban infrastructure, and projects serving production and daily life. Once put into use, these projects continue to create momentum for socio-economic development.
From now until the end of the year, there is still a huge amount of work to be done. Lao Cai aims to complete the disbursement of 100% of the public investment capital plan for 2026, minimizing the amount that has to be carried over to the following year due to delays.

Chairman of the Provincial People's Committee Nguyen Tuan Anh emphasized that there is not much time left in the year while the workload and disbursement pressure are high. Disbursing public investment capital is an important political task, contributing to leading social investment and creating momentum for the province to achieve double-digit economic growth targets.
To achieve this goal, departments, localities, and investors must continue to closely monitor progress, focus on resolving existing bottlenecks, and enhance the accountability of leaders. Disbursement results will be linked to the assessment of task completion levels, thereby increasing proactiveness and responsibility in implementation.

Lao Cai's rise to third place in terms of public investment disbursement rate demonstrates a clear improvement in leadership and management, with a focus on closely monitoring the progress of each project. From leadership and guidance to on-site inspections; from resolving land-related issues to handling procedures, all stages are interconnected to accelerate progress and bring capital into the economy as soon as possible.


With the goal of achieving double-digit growth, Lao Cai province has identified maintaining the disbursement schedule while ensuring the quality and efficiency of investment as a key task. When capital is transformed into infrastructure projects, the province will have more opportunities to expand its development space, improve connectivity, attract investment, and create a foundation for achieving socio-economic goals in 2026 and beyond.
