Kien Hai focuses on overcoming limitations in public investment and budget revenue.

On October 1st, the Party Committee of Kien Hai commune held a conference to evaluate the results of the tasks performed over the past nine months and to implement key tasks for the last three months of 2026.

In the final months of the year, the commune Party Committee has identified key areas for improvement, striving to achieve the highest possible level of completion for the 2026 targets.

The focus is on accelerating the disbursement of public investment capital; removing obstacles and speeding up the land clearance process for key projects; exploiting land resources and completing procedures to organize land use right auctions, generating revenue and investment resources.

The commune is strengthening land management, construction order, resources and environment; promoting production and business, attracting investment; developing agriculture towards a commodity-based approach, expanding land consolidation models, and enhancing the value of OCOP products.

Over the past nine months, the commune Party Committee has focused on leading and directing the operation of the two-tiered local government, reorganizing the administrative apparatus, villages, and educational institutions; and implementing all tasks for socio-economic development in a coordinated manner.

Party building work was emphasized; 44 outstanding individuals were admitted to the Party; and the data of all 1,446 Party members on the Party Member Database 4.0 software was fully updated…

The commune's economy maintained several outstanding results. Spring rice production reached 2,693.1 tons, with a yield of 70.5 quintals/hectare; aquaculture area reached 400 hectares. The commune established 29 new businesses and cooperatives, achieving 145% of the plan, bringing the total to 129 businesses; and has 12 OCOP products.

Within nine months, the commune completed the handover of land for the Van Uc 2 bridge project and the Ninh Binh - Hai Phong expressway CT.08.

The commune has strengthened land management, construction, and resource management, and addressed violations; it has also accelerated the completion of the land database. To date, the commune has verified data for 27,200 out of 29,955 land parcels, reaching 90.8%. Environmental sanitation, garbage collection, landscape beautification, and maintaining order on sidewalks and roads have been consistently carried out.

Digital transformation, administrative reform, and social welfare initiatives have been implemented; political security and social order remain fundamentally stable.

However, several tasks need to be addressed in the remaining months of the year. As of September 29th, disbursement of public investment capital reached 70,589/126,871 billion VND, equivalent to 55.64% of the plan. Budget revenue in the area reached 62.28% of the projected amount; however, revenue from land use fees only reached 2.4% of the plan.

At the conference, the Party Committee of Kien Hai commune presented decisions on the restructuring of Party organizations and personnel matters.
