On the morning of October 6, 2026, at the meeting room of the Vietnam Fatherland Front Committee of Dong Nai City, a survey team from the City Labor Union, led by Ms. Bui Thi Bich Thuy, Vice President of the City Labor Union, conducted a survey to assess the current situation, impacts, and effects of the termination of trade union activities in administrative agencies and public service units receiving 100% state budget salaries in Dong Nai City.

Receiving and working with the survey team were Mr. Nguyen Tan Phu, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai City, along with representatives of officials, civil servants, and employees of the Office and the advisory and support departments of the Vietnam Fatherland Front Committee of Dong Nai City.

During the survey, after listening to Ms. Bui Thi Bich Thuy, Vice President of the City's Labor Union, explain some of the objectives and requirements of the survey, Mr. Nguyen Tan Phu, Vice President of the Vietnam Fatherland Front Committee of the city, on behalf of the officials, civil servants, and employees of the Agency, expressed some concerns since the Agency's trade union ceased operations.

According to Mr. Nguyen Tan Phu, when trade union activities cease according to Resolution No. 60-NQ/TW dated April 12, 2025, of the Central Committee and Conclusion No. 157-KL/TW dated May 25, 2025, of the Politburo , as well as guidance from trade unions at all levels, the transfer of the task of protecting the legitimate rights and interests of workers takes place quickly but lacks specific regulations and guidelines. Therefore, agencies and units have different ways of taking over and transferring the responsibility to continue caring for the legitimate rights of workers. The absence of trade union organizations has somewhat affected emulation movements, cultural and artistic activities, and sports activities among cadres, civil servants, and workers. In addition, the channels for receiving feedback, thoughts, and aspirations, as well as the work of visiting and supporting officials and employees in difficult circumstances, have been interrupted, somewhat affecting the morale, cohesion, and productivity of the agency's staff and employees.

The survey was conducted according to Plan No. 86/KH-LĐLĐ dated October 1, 2026, of the Standing Committee of the Dong Nai City Federation of Labor, taking place from October 5 to 8, 2026, through a survey questionnaire designed by the Vietnam General Confederation of Labor. The survey questionnaire assessed the effectiveness of streamlining the organizational structure, reducing concurrent positions, and saving time and costs; measured obstacles in communication, understanding concerns, protecting legitimate rights, visiting and caring for employees, and organizing emulation movements; and delved into identifying difficulties in implementing democracy at the grassroots level (through the organization of conferences for civil servants and public employees, and the activities of the People's Inspection Committee...). Finally, the survey aimed to review the effectiveness of alternative models; clarify the desire to maintain welfare benefits; and measure the level of consensus on the re-establishment of trade union organizations in the units.

According to the plan, the survey team will conduct work at agencies and units representing various sectors of the political and educational systems, including: 5 agencies belonging to the Party and administrative sector at the city level; 5 schools belonging to the public service sector; and 2 units belonging to the commune/ward-level agencies. At each unit, the team will record the opinions of 10 to 30 officials, civil servants, employees, and workers through survey questionnaires.

The survey aims to document the difficulties and obstacles encountered after more than a year without a trade union organization, providing a basis for the Federation of Labor at all levels to propose recommendations and solutions to overcome the shortcomings arising in the work of caring for, representing, and protecting the legitimate rights of officials, civil servants, and employees in agencies and units receiving salaries from the State budget over the past year.
