Accordingly, Khanh Hoa province has been assigned to develop 7,343 social housing and rental housing units during the period 2026-2030. Specifically, 1,500 units in 2026; 2,400 units in 2027; 2,143 units in 2028; 600 units in 2029; and 700 units in 2030. Thus, the majority of social housing and rental housing development in the province will be concentrated in the first three years of the period.

Resolution No. 303/NQ-CP was issued to further promote the implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030". The Government assesses that, in recent years, the development of social housing has seen many positive changes; institutions and policies have been gradually improved, contributing to overcoming difficulties and simplifying procedures. However, the supply of social housing is still insufficient, the product structure still leans towards ownership, while the demand for affordable rental housing for workers remains high.

According to the resolution, the total target for the development of social housing and rental housing assigned to localities in the period 2026-2030 is 899,857 units, including 708,834 social housing units for sale or lease-purchase and 191,023 rental housing units. The goal by 2030 is to strive to complete or exceed the target of investing in the construction of at least 1 million social housing and rental housing units for low-income people and industrial zone workers.

One of the notable directions of the resolution is to identify rental housing as an important segment, alongside housing for sale. The government requires prioritizing the development of rental housing, especially rental apartments with integrated infrastructure in large cities, industrial zones, economic zones, areas developing according to public transport orientation, dynamic regions and important economic corridors; while also prioritizing the allocation of clean land and mobilizing social resources to participate in the development of this type of housing.

The government requires the People's Committees of provinces and cities to incorporate assigned targets into their annual socio-economic development plans; review projects within housing development plans and programs to ensure completion or exceeding of targets. For projects already commenced, localities must urge investors to focus resources and be determined to complete them by 2026; and at the same time, study increasing the proportion of social housing for rent and rent-to-own and reducing the proportion of social housing for sale.

Notably, localities are required to include social housing and rental housing projects in the "green lane" or "priority lane" categories; simultaneously implement procedures related to investment, land, planning, construction, and environment; and minimize the time for project appraisal, approval, land allocation, and construction permits.

Resolution No. 303/NQ-CP replaces Resolution No. 07/NQ-CP dated January 12, 2026, on assigning targets for social housing development to localities for the period 2026-2030.
