At the program, the Association announced the decisions to establish the model, recognized the Steering Committee, and outlined the operating regulations. The model has 35 members and meets regularly every three months. Members focus on disseminating information and mobilizing members and the public to implement the "5 No's" criteria (no poverty, no violence, no malnourished or school-dropping children, no waste, no violations of the law and social vices), the "3 Cleanliness" criteria (clean house, clean kitchen, clean alley), and the "3 Safeties" criteria (safety, peace of mind, and well-being).
This includes focusing on maintaining cleanliness in homes, villages, and alleys; sorting and collecting waste according to regulations; reducing plastic waste; building civilized and happy families; ensuring safety for women and children, food safety, and environmental safety.

The model was established to raise awareness and responsibility among members, women, and the public in building "5 no, 3 clean" families, linked with implementing the "3 safe" criteria, contributing to environmental protection and preserving a bright, green, clean, and beautiful rural landscape.
Also at the launch event, the Association guided its members in implementing criterion 6.4 regarding the percentage of households meeting the "5 no's, 3 clean, 3 safe" standards under the National Criteria Set for New Rural Development in the 2026-2030 period.
