The new regulations establish consistent principles and clearly define the ownership of the works, specifically: the People's Committee of the commune is the owner of drainage works within its jurisdiction (except for areas managed by the Provincial Economic and Industrial Zone Management Board or the Provincial Investment, Trade and Tourism Promotion Center).
The Provincial Economic Zone and Industrial Park Management Board is the owner of drainage facilities within industrial parks. The Provincial Investment, Trade and Tourism Promotion Center is the owner of drainage facilities within the industrial clusters under its management.
Organizations, individuals, and businesses are the owners of drainage works they have invested in, or urban development projects and industrial clusters, until they are completed and handed over as stipulated.
According to regulations, the drainage system in the province must be built comprehensively, regularly maintained, and prioritize the application of environmentally friendly treatment technologies. Users of drainage and wastewater treatment services are obligated to pay for services as stipulated. All households within the area covered by the sewer network, pipes, and connection boxes are required to connect to the drainage system; households are required to have septic tanks or local treatment systems before discharging wastewater into the public system. Specifically, wastewater from communal dining halls and food service establishments serving 10 or more people during peak hours must be treated with grease traps in accordance with regulations.
The regulations also outline a roadmap for adjusting previously inappropriate connections. Specifically, households (discharging domestic wastewater) must complete the connection adjustment within one year from the effective date of the regulations (effective September 30, 2026) and provide notification. Households discharging other types of wastewater (not domestic wastewater) must provide notification within 45 days and complete the connection adjustment within a maximum of six months.
Regarding support policies, the province provides financial assistance for electricity connection to households with meritorious service to the revolution, poor households, and households that comply with the connection requirements immediately upon request.
The new regulations assign detailed tasks to each specialized unit to ensure the efficient operation and management of drainage and wastewater treatment activities in the province.
