On the morning of October 6th, the Hai Phong City Police Department - the Standing Agency of the City's Cybersecurity Subcommittee - held the opening ceremony of the 2026 Cybersecurity Training and Exercise Conference in Hai Phong City.

Attending the conference were Deputy Head of the Propaganda Department of the Hai Phong City Party Committee Nguyen Hai Binh, Colonel Le Duc Thanh - Deputy Director of the Hai Phong City Police, along with representatives from the City Party Committee Office, the City People's Committee Office, the City Military Command, the Department of Science and Technology, experts, lecturers, and nearly 200 officials in charge of information technology and cybersecurity from departments, agencies, localities, and businesses in the area.

In his opening remarks at the conference, Colonel Le Duc Thanh emphasized that, in the process of promoting digital transformation , building a digital government, and developing the digital economy, cyberspace has become an important operating environment, closely linked to all aspects of socio-economic life, national defense, and security.
However, along with development opportunities, non-traditional security risks are also increasing with increasingly sophisticated methods and tactics. Targeted cyberattacks, ransomware, leaks of state secrets and personal data, and new risks arising from AI technology are creating an urgent need for cybersecurity and information security.
According to the city's police leadership, in response to this need, the Central Party Secretariat issued Directive No. 57-CT/TW on December 31, 2025, on strengthening cybersecurity, information security, and data security within the political system. Based on this, the Standing Committee of the Hai Phong City Party Committee issued Action Program No. 26-CTr/TU to concretize tasks and solutions appropriate to the local situation.
Furthermore, the legal system regarding cybersecurity continues to be improved with the 15th National Assembly passing Law No. 91/2025/QH15 on Personal Data Protection and Law No. 116/2025/QH15 on Cybersecurity, creating an important legal framework for the management, exploitation, and protection of data in the new era.
Colonel Le Duc Thanh stated that this training conference and exercise is not only an annual professional activity but also an opportunity to realistically test and evaluate the response and incident handling capabilities of specialized and semi-specialized cybersecurity forces in the city.
To ensure the program's effectiveness, the city's police leadership requires trainees to participate fully and seriously, proactively exchanging ideas with experts to resolve difficulties and obstacles arising in practical work. Incident response teams need to promote a spirit of cooperation, handling simulated situations with the mindset of facing a real cyberattack in order to improve their ability to respond quickly and effectively.
At the same time, agencies and units need to proactively review information systems, authorization mechanisms, data management and storage processes; and develop plans for early and remote response and incident remediation. "Ensuring cybersecurity is not solely the responsibility of the police force or specialized units, but a shared responsibility of the entire political system and every official and employee," Colonel Le Duc Thanh emphasized.
According to the plan, the conference will take place over four days, from October 6th to October 9th, 2026, and will consist of two main components: intensive training and practical exercises.
The training program focuses on updating participants on new policies, regulations, and laws regarding cybersecurity; equipping them with skills to identify security vulnerabilities, protect shared data systems, enhance information security management capabilities, and safely utilize AI in official duties.
Notably, the live-fire exercise involved five core incident response teams: the City People's Committee Office, the Department of Science and Technology, the City Police, Hai Phong Telecommunications, and Mobifone Hai Phong.
Teams will directly handle a series of simulated scenarios closely resembling real-world situations, such as exploiting web application vulnerabilities, installing malware, gaining system control, distributing malware, and extracting data via servers. All results will be evaluated through an automated scoring system in a completely isolated training environment, ensuring absolute security.
