The decision states that the application of the Index must adhere to the principle of ensuring compliance with the Party's guidelines and policies, and the State's laws and regulations on preventing and combating corruption, waste, and negative practices.
At the same time, the contents of the Index Set must be fully and consistently applied when evaluating the work of preventing and combating corruption, waste, and negative practices, ensuring independence, objectivity, accuracy, honesty, openness, transparency, and scientific rigor, in accordance with the functions and tasks of each agency, organization, and unit.

Along with the three aforementioned foundational criteria groups, the Decision also specifies general and specific criteria applicable to ministerial and provincial levels. These criteria groups are evaluated on a 100-point scale.
Total score = Score from the scoring criteria group + Score from the bonus points criteria group - Score from the penalty points criteria group.
If the total score exceeds 100 points, the total score will be determined as 100 points.
The results of the assessment of anti-corruption, anti-waste, and anti-negative practices are ranked from highest to lowest and divided into two groups: ministerial-level and local-level. This decision takes effect from September 30, 2026.
