At the meeting, the Ward People's Council reviewed and adjusted the medium-term public investment plan for the period 2026-2030 and projected the public investment plan for 2027. According to the verification report, the total medium-term public investment capital of the ward after adjustment is expected to reach 1,880 billion VND, an increase of more than 733 billion VND compared to the previous plan, mainly due to the updated revenue from land use fees.
One of the key issues discussed at the meeting was the allocation of ward budget funds for the construction of a new high school on plot 5-1, within the S4 urban zoning plan. The project has an estimated total investment of VND 300.759 billion and is scheduled for implementation between 2026 and 2030. The Economic and Budget Committee of the Ward People's Council assessed that the allocation of funds is appropriate given the available resources and recommended expediting the investment preparation procedures to submit the investment plan for approval by the competent authority.
The agenda items presented at the meeting were reviewed and clarified by the two Standing Committees of the Ward People's Council, determining their basis, necessity, and related issues.
The meeting also resolved to reorganize the specialized departments under the People's Committee of the ward from 3 to 5, including: the Office of the People's Council and People's Committee; the Department of Internal Affairs and Justice; the Department of Economy; the Department of Infrastructure, Urban Planning and Environment; and the Department of Culture and Social Affairs . The reorganization was carried out on the basis of clearly defining functions and tasks, enhancing specialization, and without increasing the total number of assigned civil servant positions.

Speaking at the session, Party Secretary and Chairwoman of the People's Council of Duong Noi Ward, Can Thi Viet Ha, emphasized that the issues being considered this time are all core matters of significance for socio-economic development, urban infrastructure, and organizational restructuring.
Representatives of the People's Council of Duong Noi ward voted to approve important contents at the meeting.
At the end of the session, 100% of the ward's People's Council delegates unanimously approved resolutions on adjusting the public investment plan; allocating funds for the construction of a new high school at plot 5-1, sub-area S4; and establishing and reorganizing specialized departments under the ward's People's Committee.
