Speaking at the meeting, Major General Duong Duc Hai, Director of the Fire Prevention and Rescue Police Department, recalled the milestone of October 4, 1961, when President Ho Chi Minh signed the Decree promulgating the Ordinance regulating the State's management of fire prevention and control. Since that milestone, the force has been gradually strengthened and developed, undertaking increasingly more tasks. Throughout 65 years, its mission has remained unchanged: protecting people from danger, safeguarding the property of the State and the people, and contributing to building a safe and peaceful life.
Sixty-five years is also a journey of continuous change for the fire fighting and rescue forces, adapting to new threats. Today, the challenges don't just come from fires in residential areas. They also involve high-rise buildings, underground structures, shopping malls, chemical facilities, power plants, data centers, battery storage systems, and increasingly complex infrastructure.

"Throughout their careers, generations of officers and soldiers have consistently upheld loyalty, solidarity, strict discipline, and dedication to the people. These qualities, cultivated during each shift, each training session, and each mission, have created a strong force capable of facing challenges, present when the people need them, and ready to contribute to the peace and security of life," Major General Duong Duc Hai shared.
On this anniversary, the Fire Prevention and Rescue Police Department is honored to receive the First Class Order of National Defense from the President of Vietnam . This prestigious award is a recognition by the Party and the State of the Department's achievements and contributions; it is a source of pride for generations who have diligently built the force, persevered, and together achieved the results we see today.
Speaking at the ceremony, General Luong Tam Quang acknowledged and praised the achievements and accomplishments that generations of officers and soldiers of the Fire Prevention and Rescue Police have persistently strived for and sacrificed over the past 65 years. According to Minister Luong Tam Quang, the country is entering a new era with strong development requirements, in which the Central Committee's resolutions set the goal of building a disciplined, safe, civilized, harmonious, and developed society.

In this context, the position and role of fire prevention and rescue work are becoming increasingly important for security, stability, development, improving people's lives, and the country's standing. The reality of development is presenting entirely new risks. Rapid urbanization is occurring; numerous high-rise buildings, underground structures, large-scale transportation infrastructure, data centers, energy and chemical facilities, and battery storage systems are being invested in and put into operation. Along with this, climate change could create unprecedentedly complex situations... These risks demand that fire prevention and rescue work be prioritized from the very beginning of the development process.
Innovating every day
According to Minister Luong Tam Quang's request, risks must always be identified, responsibilities must be determined, and response capabilities must be prepared from the planning, design, and construction stages of infrastructure, production facilities, and residential areas. Fire prevention and rescue work must contribute to promoting the formation of a self-reliant, independent, strong, dual-use, and modern security industry; at the same time, creating breakthroughs in international rescue operations, contributing to world peace and stability.
One of the key messages in Minister Luong Tam Quang's speech was the call for a strong renewal of thinking and working methods, combining traditional and modern approaches; shifting from command-based management to data-driven governance. In this new approach, prevention must be prioritized, risk management must become the method, and a comprehensive fire prevention and control system involving the entire population must be built on a solid foundation at the grassroots level.

Furthermore, continue to promote the role of commune-level police, civil defense forces, and grassroots and specialized fire prevention and fighting forces according to the "four on-the-spot" principle; making fire prevention a culture and firefighting a skill. These forces must actively participate in integrating the emergency numbers 113, 114, and 115, aiming to serve the people more quickly, conveniently, and effectively.
Looking back over 65 years, Minister Luong Tam Quang affirmed that the Fire Prevention and Rescue Police force has demonstrated absolute loyalty to the Party, the State, and the people; always upholding a spirit of responsibility, solidarity, dedication, resourcefulness, and courage, and successfully completing assigned tasks. In recent years, the force has also actively participated in international rescue operations, contributing to enhancing Vietnam's prestige and position on the international stage. Behind these achievements are immeasurable losses. During their work and combat, many officers and soldiers have sacrificed their lives, and many others have been injured, leaving a deep mark on the qualities of revolutionary police officers: "For the nation, sacrificing oneself; for the people, serving wholeheartedly."
On behalf of the President of Vietnam, General Luong Tam Quang presented the First Class Order of National Defense to the Fire Prevention and Rescue Department. This is a recognition and high appreciation from the Party and the State for the achievements and victories of generations of officers and soldiers.
The greater the honor, the greater the responsibility. In this new revolutionary era, the tasks of the Fire Prevention and Rescue Police Force are increasingly arduous but also extremely glorious. The past 65 years serve as a foundation for each officer and soldier to continue honing their skills, mastering technology, maintaining strict discipline, and remaining closely connected with the people. The new era demands that the force proactively manage risks, prevent disasters, and respond effectively to incidents, contributing to the creation of a safe society.
