Speaking at the forum, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu emphasized the importance of regional linkages and creating new growth drivers. Amidst geopolitical fluctuations and the impact of rising energy, raw material, and transportation costs on production and business activities, the capital's economy has maintained its growth momentum. Vice Chairman of the Hanoi People's Committee, Nguyen Xuan Luu, assessed that this achievement is largely due to the significant contributions of the business community, including young entrepreneurs.

According to data for the first eight months of 2026, Hanoi saw the establishment of 24,500 new businesses with a registered capital of VND 472.3 trillion, representing an 11.5% increase in the number of businesses and a 96.9% increase in registered capital compared to the same period last year; 9,100 businesses resumed operations, a 22.3% increase. Revenue from the non-state business sector reached VND 129.9 trillion.

These results demonstrate the efforts of the business community in maintaining production, expanding investment, creating jobs, and contributing to the budget. On behalf of the city's leadership, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu acknowledged, commended, and sincerely thanked the contributions, dedication, and perseverance of entrepreneurs and businesses, especially the young business community of Hanoi.

Hanoi is focusing on achieving double-digit growth by 2026 and aiming for an average GRDP growth rate of over 11% per year during the 2026-2030 period. To achieve this goal, the city needs to leverage existing growth drivers while expanding development opportunities through regional linkages, innovation, and the development of the private sector .

Concretize the linkage through practical cooperation.

In line with the spirit of Resolution No. 27-NQ/TW on the development of regions and the organization of national development space in the new period, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu emphasized that Hanoi needs to leverage its central role in connecting and spreading development, working with other localities to form urban, industrial, and service corridors.

The development of inter-regional expressways, Ring Road 4 and Ring Road 5 in the Capital region will expand markets, increase connectivity for production and goods circulation, and create more investment opportunities for businesses.

However, according to Vice Chairman of the City People's Committee Nguyen Xuan Luu, infrastructure connectivity will only be fully effective when accompanied by coordination between localities and cooperation between businesses. Localities need to leverage their unique advantages and complement each other; businesses need to collaborate to improve product quality, reduce costs, and participate more deeply in the supply chain. This is also an opportunity for small and medium-sized enterprises to expand their scale, access technology, and markets.

Affirming that "the success of businesses is also the success of the city," Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu stated that, in implementing Resolution No. 02-NQ/TW on building and developing Hanoi in the new era and Resolution No. 68-NQ/TW on developing the private economy, the city continues to innovate its management methods and enhance the responsibility of agencies in serving the people and businesses.

Based on the city's development needs and the forum's content, Vice Chairman of the City People's Committee Nguyen Xuan Luu emphasized four directions. First, continue to improve the investment and business environment; enhance the efficiency of administrative procedures and address difficulties and obstacles faced by businesses. Departments, agencies, and localities must clearly define the focal points, responsibilities, and deadlines for resolving issues; strengthen coordination, overcome the situation of shirking responsibility or delaying processing, and use the results of implementation as the basis for evaluation.

The city will promote linkages with localities in the northern region in the development of infrastructure, industry, technology, and logistics. This coordination should aim to form a production, supply, and consumption chain, efficiently utilize resources, leverage the strengths of each locality, and create favorable conditions for businesses to develop together.

Furthermore, the city encourages businesses to invest in technological innovation, digital transformation , green transformation, and improved management capacity. Circular economy sectors, cultural industries, and high value-added services are development directions that young businesses can proactively research and explore. Along with expanding markets, businesses need to focus on product quality, compliance with the law, and fulfilling social responsibility.

Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu requested that the Young Entrepreneurs Associations promote their role in connecting businesses with the government and partners. The Hanoi Young Entrepreneurs Association should coordinate with associations in the region to promote concrete collaborations; compile difficulties, recommendations, and initiatives from practice for competent authorities to study and consider in the process of policy development and implementation.

The city hopes that the young business community will continue to uphold the pioneering, dynamic, and creative spirit; proactively seek partners, and expand domestic and international markets. Each cooperation agreement should aim for concrete results, contributing to the development of businesses and the overall growth of localities.

The spirit of collaboration at this forum is expected to translate into practical cooperative activities, contributing to achieving double-digit growth targets,” emphasized Vice Chairman of the City People's Committee Nguyen Xuan Luu.
