FDI is continuously expanding its investments and developing its markets.
In September alone, Hanoi attracted approximately $329.94 million in foreign investment, 6.3 times more than the same period last year and nearly three times more than in August 2026. According to a report by the Hanoi Department of Finance, foreign investment activities in the city continue to remain stable. FDI enterprises are generally operating normally; many enterprises continue to expand investment, increase capital, and develop markets.

Investment activities during the month focused primarily on real estate business, wholesale and retail trade, information and communication, professional activities, science and technology, and business support services. Of the more than $4 billion in FDI that Hanoi attracted in the first nine months of 2026, approximately $2.24 billion, equivalent to 55.2%, was in the professional activities, science and technology sector.
In September 2026 alone, Hanoi recorded 2 newly licensed real estate business projects with a total registered capital of US$93.70 million. The manufacturing sector saw 3 projects adjust their capital upwards, with a total increase of US$188.49 million. This is the largest capital increase in the manufacturing sector since the beginning of the year.
Several large-scale projects continue to implement investment, construction, and expansion activities in industrial parks, high-tech zones, and urban areas in the region.
In addition, the city continues to implement the 50 Memorandums of Understanding (MOUs) signed at the Conference on Announcing the Master Plan for the Capital City with a 100-Year Vision and Investment Promotion in 2026, held on June 29, 2026. The implementation is carried out according to Plan No. 304/KH-UBND dated August 5, 2026, of the Hanoi People's Committee.
The foreign-invested sector continues to contribute to production, exports, and the budget. Export turnover from this sector reached US$7.742 billion, an increase of 17.9%; budget revenue from foreign-invested enterprises reached approximately VND 34.3 trillion, an increase of 33.9% compared to the same period.
In the first nine months, realized foreign investment in Hanoi reached approximately US$1.36 billion, equivalent to 127.52% of the same period last year. Compared to the 2026 plan of US$1.6 trillion, this result represents 84.87%.
Foreign investment is shifting strongly towards high-tech sectors, research and development, innovation, digital transformation , green transformation, and strategic industries. The quality of human resources, research capabilities, and the sophistication of the technology ecosystem are increasingly important considerations for corporations when choosing investment locations. These figures reflect the role of the foreign investment sector in the capital's economy.
Potential for attracting high-value FDI
Hanoi still has significant potential to attract FDI, especially in high value-added sectors. Hanoi is aiming to become a high-tech and semiconductor hub, with strong potential in research and development (R&D) and innovation thanks to its abundant human resources. There is also a huge demand for investment in smart city solutions and green infrastructure, renewable energy, and high-tech waste treatment. Furthermore, high-quality service projects such as finance, banking, tourism, healthcare, and education still hold considerable potential for attracting FDI.

Hanoi has a distinctly different FDI attraction structure compared to many other localities nationwide. Hanoi continues to strengthen investment promotion efforts through meetings and discussions between city leaders and foreign partners in September 2026.
September 2026 marks the third month since the Capital City Law of 2026 came into effect, starting from July 1, 2026. According to the report, the outstanding mechanisms and policies for attracting strategic investors, special investment procedures, and investment incentives continue to be effective, creating momentum for the city's FDI attraction efforts.
Hanoi is constantly improving its investment environment. Obstacles related to planning, land, site clearance, and procedures, if prolonged, will affect project progress and the efficiency of capital utilization. Promptly addressing these difficulties also helps the city better prepare for attracting new investors.
Hanoi's expansion of development space will create more attractive clean land for investors, especially in suburban areas. Improved governance with a more streamlined operating mechanism will shorten processing times and enhance the quality of services for businesses. In particular, the accelerated and more comprehensive infrastructure development will facilitate the movement of goods and personnel, and boost production and business activities.
Hanoi is simultaneously preparing a high-quality workforce, developing high value-added industries, and enhancing the capacity of the capital's economy . At the same time, the city is orienting the development of a research and innovation network, connecting universities, research institutes, laboratories, technology enterprises, and innovation centers. Hanoi will focus on developing research and development centers, key laboratories, technology testing spaces, data centers, and digital infrastructure. With its existing advantages, along with new mechanisms and policies and a clear development orientation, Hanoi is on track to break through, continuing to affirm its position as one of Vietnam's leading economic and investment centers.
