
According to the Hanoi City Association for the Promotion of Learning, during the 2020-2026 period, the work of building the Association's organization and developing membership received attention, with over 691,000 new members recruited. To date, the total number of members of the Association for the Promotion of Learning throughout the city has reached 1,965,746 people, an increase of 54.22% compared to the beginning of the term, accounting for nearly 24% of the total population in the city. The percentage of Party members who are also members of the Association for the Promotion of Learning is nearly 53% of the total number of Party members in the entire Hanoi City Party Committee.
Along with the development of the Association's organization, all levels of the Association have reformed the content and methods of their activities, implementing many new approaches in building learning models. The models of "Learning Family," "Learning Clan," "Learning Community," "Learning Unit," and "Learning Citizen" have all met and exceeded the targets set by the Central Association.
Specifically, the percentage of "Learning Families" reached 75.02%; "Learning Clans" reached 70.78%; "Learning Communities" reached 82.47%; and "Learning Units" reached 95.71%. The "Learning Citizen" model reached 45.98%, of which the percentage of "Learning Citizens" recognized as having digital skills was 62.53%.
The work of commending and rewarding exemplary students who are studious and overcome difficulties to excel in their studies, as well as supporting those in difficult circumstances to participate in learning, is also emphasized by all levels of the Association. Through this, the "Lifelong Learning" and "Learning Never Ends" movements are gradually spreading throughout the community.
The various levels of the Association have directly and in coordination with relevant sectors awarded over 570 billion VND to more than 600,000 families and clans that have done well in promoting education and talent, building a learning society; students who have overcome difficulties and achieved outstanding talent and achievements; and workers who have made initiatives and innovations in labor, production, and work. On average, the Education Promotion Fund reached 55,000 VND per person.
From now until 2031, the City's Association for the Promotion of Learning aims for a membership rate of over 25% of the total population; a rate of over 70% of citizens achieving the title of "Learning Citizen"; and a rate of over 70% of citizens possessing digital skills. The goal is to achieve over 80% participation in "Learning Family," "Learning Clan," and "Learning Community" models, and between 85% and 95% participation in "Learning Unit" models.
The Association also aims to establish 100% of commune and ward-level Associations for the Promotion of Learning; strive for 100% of agencies, units, schools, and 50% of businesses in the area to have an Association or participate in learning promotion activities. The Learning Promotion Fund at all levels aims to reach an average of over 60,000 VND per person.
