According to the Ministry of Education and Training's online portal, Mr. Thai Van Tai, Director of the Department of General Education, stated that all 34 localities have implemented the restructuring, reducing the number of public educational institutions from 37,530 to 18,555, a decrease of 50.6%.
Following the reorganization, 13,518 institutions were established under a multi-institution model, accounting for 72.9%; 2,418 multi-level general education schools were formed, including 2,013 primary and lower secondary schools, 391 lower secondary and upper secondary schools, and 14 schools with three levels. According to reports from localities, 10,534 branch schools have been established.
Reducing the number of legal entities does not correspondingly reduce the number of teaching locations; necessary branches and school sites are maintained to ensure access to education. The goal of streamlining the legal entity structure has been achieved. The principle of maintaining teaching activities and students' right to education is fundamentally ensured.
However, after the reorganization, many schools still have numerous branches and campuses, and further streamlining is needed in the future to ensure efficient operation, investment in infrastructure, and utilization of the teaching staff.
The number of management staff reduced after restructuring is 33,870. Of these, 21,009 were reassigned as teachers, 479 were transferred to other positions, 3,559 retired, and 8,823 are in the process of being reassigned.
Currently, there are 1,081,727 teachers nationwide. Preliminary calculations indicate a need for approximately 43,267 additional teachers for the 2026-2027 school year, concentrated in certain educational levels, subjects, and geographical areas. The teacher workforce review has shifted from a total number calculation to a method based on educational level, subject, geographical area, and institution, providing a basis for targeted allocation and recruitment.
Minister of Education and Training Hoang Minh Son stated that, for preschool and general education levels, the role of local authorities is very important, and has been clearly decentralized and empowered; therefore, a strong reform in management thinking is needed.
Regarding schools after restructuring, the Minister noted that a thorough review and assessment must be conducted, prioritizing the convenience and interests of students, and ensuring that students' access to education is not diminished. From there, the legal framework must be completed, clearly defining the authority and responsibilities of each position within the school.
Regarding the management staff, the Minister requested that localities provide advice, do a good job of ideological work, and resolve issues related to staff benefits, ensuring that staff do not feel disheartened or experience disunity after the school restructuring. This matter must be reported to the Ministry of Education and Training before October 15th.
