The Ministry of Education and Training has just assigned specific tasks to its affiliated units to implement the Prime Minister's conclusions on reviewing and improving the general education curriculum and textbooks.
Accordingly, the ministry has set deadlines for each group of tasks, with the ultimate goal of completing the new set of general education textbooks for nationwide use starting from the 2028-2029 school year.
October 2026: Develop a plan for reviewing and finalizing the new textbooks.
This is the first and most important task, guiding the entire roadmap. As assigned, the Department of General Education is responsible for developing and implementing the plan to review and improve the general education curriculum and textbooks.
The coordinating units include the Institute of Educational Strategy and Policy; the Student Affairs Department; the Quality Management Department; the Legal Department; the Planning and Finance Department; the Ministry's Office; Vietnam Education Publishing House; and the Departments of Education and Training.
The final product to be delivered is a plan to be submitted to the Minister, and reported to the Prime Minister and Deputy Prime Minister. The deadline is set for October 2026.
November 2026: Finalize the copyright plan, compile and distribute the book.
Following the planning phase, the Ministry of Education and Training assigned the Department of General Education to research and propose a legal basis and mechanism for determining that textbook copyrights are state assets, compiled under the direction of the Ministry of Education and Training.
The coordinating units include: the Legal Department; the Planning and Finance Department; the Project Management Board; and the Vietnam Education Publishing House. By November 2026, the Department of General Education will complete the review report and propose amendments and additions to legal documents.
According to the roadmap, the Project Management Board, in coordination with the Legal Department, the Planning and Finance Department, the General Education Department, and the Vietnam Education Publishing House, will organize the reception, management, and retention of copyright for the textbooks used uniformly nationwide; and develop plans and mechanisms for managing, exploiting, and using copyright to provide free textbooks to all students according to the prescribed roadmap.
The report on the acceptance and the plan for distributing the new textbooks free of charge must be completed by November 2026.
Fourth quarter of 2026: Research on innovation in book compilation, publication, and distribution.
One of the broad tasks assigned to the Planning and Finance Department is to research and innovate the model for compiling, publishing, distributing, and supplying textbooks.
The coordinating units include: the Department of General Education; the Project Management Board; the Vietnam Education Publishing House; the Legal Department; the Department of Science, Technology and Information; the Ministry of Finance ; the Ministry of Culture, Sports and Tourism; and the People's Committees of provinces and cities.
The central task is to conduct thorough research and strongly innovate the process of compiling, publishing, distributing, and supplying textbooks; review the distribution and supply process, and reduce intermediaries; and study the possibility of assigning responsibility for printing and distributing textbooks to local authorities.
The report and proposed reform plan to be submitted to the competent authority will be completed in Q4/2026.
Therefore, in 2026, the Ministry of Education and Training will focus on finalizing the plan to review the curriculum and textbooks, while also addressing issues related to copyright, compilation mechanisms, publishing, and supply.
These are important preparatory steps towards the goal of implementing a unified set of general education textbooks nationwide by the 2028-2029 school year.
