The public announcement of the contact point for receiving information is being implemented in the context of Hanoi's Education Department strengthening the management of revenue collection, aiming to ensure that school fees are in accordance with regulations, transparent, and to limit excessive fee collection.
According to guidelines from the Hanoi Department of Education and Training, public schools are only allowed to collect fees for services that support educational activities as stipulated, and are prohibited from imposing additional fees or requiring contributions from students or parents in any form whatsoever.
For the 2026-2027 school year, service fees and support for educational activities in public schools will be implemented according to Resolution No. 60/2025/NQ-HĐND dated November 27, 2025, of the Hanoi City People's Council.
Based on the prescribed ceiling, the school will develop a cost estimate to determine the specific fees. The fees must be agreed upon in writing with parents on a voluntary basis, with the consensus of the School Board and the superior management agency according to the hierarchical structure, and must not exceed the ceiling.
For voluntary contributions, schools are not allowed to set minimum or average contribution amounts, or assign contribution targets to each class in any form whatsoever.
Along with the guidelines, the Hanoi Department of Education and Training, in coordination with local authorities, is strengthening post-inspection and conducting surprise checks upon receiving complaints about fees; at the same time, it is receiving and processing information related to the organization of extra classes and tutoring that do not comply with regulations.
