
According to the National Center for Hydro-Meteorological Forecasting, monitoring of satellite cloud imagery, lightning location data, and weather radar images shows that convective clouds are active and continuing to develop over the following wards and communes in Hanoi : Viet Hung, Bo De, Dong Anh, Phuc Thinh, Quang Minh, Noi Bai, Soc Son, Trung Gia, Thuong Tin, Tam Hung, Hong Van, Ngoc Hoi, and Dai Thanh. The cloud area tends to continue developing and expanding.
Forecasts indicate that from now until approximately 12:10 PM on October 4th, this convective cloud system will continue to cause showers and thunderstorms in the wards and communes of Hong Ha, Tay Ho, Co Loa, Vinh Thanh, Binh Minh, Phu Luong, Kien Hung, and other areas of Hanoi city. During thunderstorms, there is a possibility of tornadoes, lightning, hail, and strong gusts of wind. A level 1 natural disaster risk warning is issued for tornadoes, lightning, and hail.
Regarding the flood situation on the Dong Nai River, the National Center for Hydro-Meteorological Forecasting reports that over the next 24 hours, the flood level on the Dong Nai River will continue to fluctuate above alarm level 2. There is a risk of flooding in low-lying areas along the riverbanks and of riverbank and stream erosion in the Dong Nai River basin within Dong Nai province, including the communes of Dak Lua, Nam Cat Tien, Ta Lai, Thanh Son, Phu Vinh, Phu Lam, Tan Phu, Phu Hoa, and Dinh Quan.
Real-time information on flash flood and landslide risk areas is provided online on the website of the Department of Meteorology and Hydrology and in separate flash flood and landslide warning bulletins. The level of natural disaster risk due to floods is level 2.
River floods cause inundation of low-lying areas along the riverbanks, affecting activities such as waterway transportation, aquaculture, agricultural production, people's lives, and socio- economic activities.
Forecasts and warnings are calculated based on the expected discharge levels of upstream reservoirs. The meteorological and hydrological agency will update the bulletins when there are changes in the discharge rates of the reservoirs.
Currently, the water level on the Dong Nai River (Dong Nai City) at the Ta Lai station is fluctuating above alarm level 2. At 7:00 AM on October 4th, the water level at the Ta Lai station was 112.52m, 0.02m above alarm level 2.
Regarding the flash flood and landslide situation, the National Center for Hydro-Meteorological Forecasting predicts that from now until approximately 1:30 PM on October 4th, Thai Nguyen province will continue to experience rain with accumulated rainfall generally ranging from 20-50mm, and in some areas exceeding 90mm. There is a risk of flash floods on small rivers and streams, and landslides on slopes in the province, especially in the communes and wards of: Cho Moi, Dan Tien, La Hien, Nam Hoa, Nghinh Tuong, Quang Son, Sang Moc, Than Sa, Thanh Thinh, Trang Xa, Van Han, Van Lang, Vo Nhai, and Yen Binh. The level of natural disaster risk due to flash floods, landslides, and land subsidence caused by rain or runoff is level 1.
Flash floods and landslides can have very serious impacts on the environment, threatening people's lives; causing localized traffic congestion, affecting the movement of vehicles; destroying public and economic infrastructure, causing damage to production and socio-economic activities. The meteorological and hydrological agency recommends that local authorities pay attention to reviewing bottlenecks and vulnerable locations in the area to take preventive and response measures.
