Focus efforts on reviewing and standardizing data.

These days, at the Party Building Committee of Xuan Dinh ward, the work of reviewing and updating party member files is being carried out urgently. Thousands of paper files are opened, and each piece of information and time period is compared before being put into the digitization process.

According to Mr. Nguyen Xuan Ung, Head of the Party Building Committee of Xuan Dinh Ward, during this peak period, the ward had to review and revise 3,418 paper files of active Party members and more than 400 files of deceased or removed Party members. At the same time, the Party Building Committee of the ward edited and synchronized the data tree and updated information on the 4.0 database system.

The sheer volume of information wasn't the only challenge. Some Party records, compiled decades ago, contained inconsistent information compared to current documents, such as middle names, dates of birth, and places of origin. In some cases, old administrative place names no longer corresponded to current lists, forcing officials to check and cross-reference multiple sources.

"In cases where there are discrepancies, we have to cross-reference each document, coordinate with the ward police, and meet directly with the individuals to verify and clarify each piece of information and each historical milestone in their party membership. The goal is to ensure that the data uploaded to the system is accurate, complete, clean, and up-to-date," Mr. Nguyen Xuan Ung shared.

Similarly, the Nghia Do Ward Party Committee currently has 72 subordinate Party organizations, including 17 Party committees and 55 Party branches, with 8,844 Party members whose records need to be digitized. According to the Ward Party Committee, information that is often missing, inconsistent, or requires extensive verification is concentrated in Party membership application files, official Party transfer files, and Party membership transfer letters from various periods; mainly related to Party members with long Party membership or who have transferred their membership multiple times.

Flexibility and creativity from the ground up.

Digitizing records and standardizing party member data is an essential requirement in the process of reforming the Party's leadership methods, and also a concrete step in implementing Regulation No. 338-QĐ/TW dated July 9, 2025, of the Party Central Committee and the policy outlined in Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation .

The requirements go beyond simply putting records and procedures online; more importantly, they involve standardizing data at the grassroots level, reviewing and simplifying processes, eliminating unnecessary document components, increasing data reuse, ensuring transparency and openness, and facilitating the work of Party organizations and members.

Embracing this spirit, on August 14, 2026, the Standing Committee of the Hanoi City Party Committee issued Plan No. 95-KH/TU on the implementation of the task of digitizing and creating Party member records, aiming to strongly shift the management method from paper records to electronic records and digital data. The data is required to be "accurate, complete, clean, active, consistent, and shared," while also being synchronously connected with the Central Committee.

According to the roadmap, in September 2026, Party committees and organizations at all levels will focus on reviewing, classifying, and preparing dossiers. From October 2026, the city will implement digitization in three phases, prioritizing dossiers of leading officials under the management of the City Party Standing Committee and incumbent officials under the management of Party committees; followed by incumbent officials in the political system who do not hold leadership positions, secretaries, deputy secretaries, village and neighborhood Party committees, and other groups. The city strives to complete the updating of 100% of Party member digitized data onto the system by June 2027.

Notably, the city's requirements go beyond mere progress. Digitized records must undergo quality checks, be digitally signed for verification, and be centrally updated into the Party Member Database System for long-term retrieval, exploitation, and use. Based on this general requirement, many localities are adapting their approaches to suit their specific needs. For example, in Xuan Dinh ward, records are categorized and processed sequentially by group. For elderly party members with health limitations and mobility issues, three groups digitizing records coordinate with the Party branch committees of the residential areas to visit their homes to verify information, complete the records, and obtain signatures for verification.

In cases of discrepancies between Party membership records and personal identification documents, coordination with the local police station will be undertaken to retrieve information from the National Population Database to verify the accuracy of the information and provide guidance on corrections as required.

In Binh Minh commune, with over 2,500 Party members, the large volume of files necessitates a scientific approach to work organization from the outset. Mr. Nguyen Manh Hung, Head of the Party Building Committee of the commune, stated that the locality follows the principle of "clear responsibilities, clear tasks, clear accountability, and clear timelines," focusing human resources on reviewing, organizing, classifying, cataloging, and compiling files. Each document component is checked and cross-referenced before digitization, thereby minimizing the need for reprocessing after the data has been updated to the system.

Meanwhile, in Tam Hung commune, the unit has concretized the progress with a separate work schedule for each Party branch. Ms. Bui Thi Thuy Huong, Head of the Party Building Committee of the commune, said that this approach helps to allocate work appropriately according to the number of files of each Party branch, while also allowing time to carefully check each case. The Party Building Committee of the commune regularly compiles progress reports and promptly advises on resolving difficulties; Party branches proactively arrange personnel to coordinate the review, ensuring complete, accurate, and consistent information, and requiring data confidentiality.

In practice, at the local level, digitizing Party member records requires not only timely progress but, more importantly, high-quality data. When information is reviewed and verified at the grassroots level and updated synchronously on the system, the data will effectively serve the work of Party building, information retrieval, and organization. This is also the foundation for Hanoi to gradually transition from paper-based to digital data management, contributing to the modernization of Party building work.
