Speaking at the regular government meeting in September 2026 this morning, October 3rd, Minister of Education and Training Hoang Minh Son said that in recent times, localities have urgently implemented the restructuring of preschools and primary and secondary schools. To date, the number of public educational institutions has decreased by 50.6%.
There is a surplus or shortage of teachers in different areas.
According to Minister Hoang Minh Son, in addition to the achievements, the restructuring process has also given rise to a number of issues that need to be addressed.
Some principals and vice-principals wish to retire early but do not yet meet the eligibility requirements under Decree 154. Some schools, after mergers, are very large, posing a potential risk to management efficiency and educational quality.
Notably, the problem of localized teacher shortages and surpluses persists across different areas, while the number of teaching staff in some places falls short of the prescribed quota.
To address these shortcomings, Minister Hoang Minh Son requested that by October 2026, localities must complete the deployment and rotation of teachers between areas experiencing localized surpluses or shortages.
At the same time, localities need to finalize the statistics on the number of teachers, ensuring accurate data to serve as a basis for proposing additional staffing.
The Ministry of Education and Training will issue circulars adjusting staffing quotas, including staffing quotas and working regimes for teachers. Based on the finalized regulations and quotas, the Ministry will compile proposals for additional staffing from localities and coordinate with the Ministry of Interior to report to the competent authorities.
Meanwhile, Deputy Prime Minister Pham Thi Thanh Tra assessed that the restructuring of the school network and educational institutions has been fundamentally implemented in the past. In the coming time, it is necessary to continue implementing this in the remaining areas, including healthcare, vocational education, and higher education.

The issues raised by Minister Hoang Minh Son at the Government meeting were also analyzed in detail at the conference to review and evaluate some key tasks for preschool and general education at the beginning of the school year, organized by the Ministry of Education and Training yesterday, October 2nd.
Reporting at the conference, Mr. Thai Van Tai, Director of the Department of General Education (Ministry of Education and Training), stated that all 34 localities have implemented the reorganization of the school network.
The number of public educational institutions decreased from 37,530 to 18,555, a reduction of 18,975 institutions, or 50.6%.
Following the reorganization, the country has 13,518 educational institutions organized under the multi-institution model, accounting for 72.9%; there are 2,418 multi-level general education schools, including 2,013 primary and lower secondary schools, 391 lower secondary and upper secondary schools, and 14 schools with all three levels of education.
According to reports from localities, 10,534 branch schools have been established. The Director of the Department of General Education noted that reducing the number of legal entities does not mean a corresponding reduction in teaching locations. Necessary branch schools and school locations will still be maintained to ensure students' right to access education.
Regarding the management staff, after the restructuring, the number decreased by 33,870 people. Of these, 21,009 were assigned as teachers, 479 were transferred to other positions, 3,559 retired, and 8,823 are in the process of being reassigned.
The country currently has 1,081,727 teachers. According to preliminary calculations by the Ministry of Education and Training, the need to supplement teachers for the 2026-2027 school year is approximately 43,267, concentrated in certain educational levels, subjects, and geographical areas. The current teacher workforce review is conducted by educational level, subject, geographical area, and individual educational institution, rather than simply counting the total number of teachers. This allows the education sector to adjust and recruit teachers in areas where there is a genuine shortage.
